Job Overview:
The HMIS Technical Advisor plays a crucial role in enhancing digital health information systems that support various health programs, including HIV, Malaria, maternal and child health (MCH), and global health security (GHS). This position is responsible for the design, maintenance, and optimization of national and project-specific databases, ensuring high-quality data collection, reporting, analysis, and utilization. The advisor collaborates closely with government counterparts and various stakeholders to improve data quality and facilitate real-time information use for effective service delivery. The role requires a strategic approach to strengthen health information systems and promote data-driven decision-making across health programs.

Duties and Responsibilities:
The HMIS Technical Advisor will be responsible for a wide range of duties, including providing technical support for the design and maintenance of health information systems, conducting data quality assessments, and developing analytical dashboards aligned with national indicators. The advisor will mentor and train health staff and partners on digital systems and data use, support national teams in data analysis for improving health outcomes, and ensure interoperability between systems. Additionally, the advisor will oversee adherence to national data standards, facilitate data review meetings, and coordinate with various stakeholders to align digital health priorities. The role also involves troubleshooting system issues, planning system upgrades, and documenting workflows and user guides for sustainability.

Required Qualifications:
Candidates must possess extensive experience working with Health Management Information Systems (HMIS), particularly in the context of HIV, Malaria, MCH, or global health programs. Advanced knowledge of the DHIS2 platform and proficiency in web-based data systems are essential. Strong skills in data collection, monitoring, and evaluation are required, along with the ability to manage and analyze large datasets. Effective coordination and collaboration skills are necessary, as well as exceptional organizational abilities and attention to detail. Candidates must demonstrate project management skills and the ability to influence and collaborate with others.

Educational Background:
A Bachelor’s degree in information technology, Computer Science, or a related field is required. A Master’s degree or additional certification in Public Health or Health Informatics is preferred, indicating a higher level of expertise and understanding of health systems.

Experience:
A minimum of 5 years of experience working with HMIS is required, with a preference for candidates who have experience in HIV, Malaria, MCH, or global health programs. Candidates should have strong experience with DHIS2 and other online/web-based database platforms, as well as proven experience in data collection, monitoring, and evaluation of health programs. Experience in handling large datasets and providing technical assistance and training to health staff is also essential.

Languages:
Fluency in English is mandatory, with the ability to read, write, and speak the language proficiently. Knowledge of additional languages may be considered an asset, particularly in the context of working with diverse populations in Cambodia.

Additional Notes:
This position may require travel of 10% to 30%. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to spend long hours at a computer and perform repetitive tasks.
