Job Overview:
The Senior Technical Officer will play a crucial role in providing technical support to FHI 360 programs, particularly the EpiC project in Cambodia, which focuses on Malaria Elimination and Prevention of Re-establishment of malaria transmission. This position requires collaboration with FHI 360 colleagues, government counterparts, and partners to ensure that technical implementation meets global and national standards. The Senior Technical Officer will manage strategic technical activities, offer guidance to overcome challenges, and recommend strategies to enhance program quality and effectiveness. Additionally, this role involves leading the development of technical materials, contributing to reports and presentations, and assisting with business development efforts, including proposal development and strategic partnerships. The position demands a high level of proficiency in relevant technical areas and the ability to manage complex project implementations effectively.

Duties and Responsibilities:
The Senior Technical Officer will be responsible for providing overall technical guidance and support in line with global standards and best practices. Key duties include supporting quality assurance of activities, developing and maintaining project protocols, instruments, data sets, manuals, training materials, and reports. The officer will conduct analyses of project implementation to identify areas for improvement and propose appropriate technical strategies. They will assist with research studies, provide mentorship, collaborate with research teams, and develop technical materials for dissemination. The officer will also monitor project deliverables, lead technical project activities, prepare reports summarizing project results, and ensure compliance with client and regulatory requirements. Furthermore, they will track budgets and assist in the development of donor reports and presentations, ensuring that project activities align with work plans and timelines.

Required Qualifications:
Candidates must possess in-depth knowledge of global health security" style="border-bottom: 1px dotted #007bff !important;">security programming concepts and practices, particularly in malaria programming. They should have demonstrated project management and technical skills, as well as the ability to create and maintain effective working relationships with various stakeholders, including government officials and health partners. Proficiency in database management software and online search tools is required, along with excellent organizational and analytical skills. The ability to communicate clearly and positively with clients and staff is essential, as is sensitivity to cultural diversity and understanding of political and ethical issues in the assigned areas.

Educational Background:
A Master’s Degree or its international equivalent in Public Health, Epidemiology, Disease Control, or a related field is required. A Project Management (PM) Certification is preferred, indicating a strong foundation in managing projects effectively.

Experience:
Typically, candidates should have at least 6 years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential. Experience in international or domestic program development or program management is preferred, showcasing the ability to navigate complex project environments.

Languages:
Fluency in English and Khmer is mandatory, with the ability to read, write, and speak both languages proficiently. Additional language skills may be considered an asset, enhancing communication with diverse stakeholders.

Additional Notes:
This position may require travel of 10% to 25%. The typical physical demands include working in an office environment, with the ability to spend long hours on a computer and perform repetitive tasks.
