Job Overview: The position involves working under the authority of the UNESCO Representative and the Chief of Education Unit, specifically focusing on the development of a mobile application for the Student Tracking System (STS) as part of the Strengthening Teacher Education Programmes in Cambodia (STEPCam) Phase II. This initiative is funded by a $12.62 million System Transformation Grant from the Global Partnership for Education (GPE) and aims to enhance the quality of education in Cambodia. The consultant will be responsible for creating a mobile application that is user-friendly and functional for various educational stakeholders, including teachers, school directors, and parents. The role requires close collaboration with the EMIS Department and other technical departments to ensure the application meets the needs of its users and integrates seamlessly with existing systems. The consultant will also provide ongoing technical support and capacity building to ensure the successful implementation and maintenance of the STS mobile application.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including but not limited to:
Developing a comprehensive STS mobile application for both iOS and Android platforms, ensuring it is user-friendly and accessible for all levels of basic education.
Conducting a thorough review of the existing STS web-based system to identify necessary features for the mobile application and ensuring data synchronization between the two systems.
Leading capacity-building efforts for the EMIS Department, providing training and technical support for the ongoing maintenance of the STS mobile application.
Participating in regular meetings with UNESCO and EMIS Department to review progress and plan future activities.
Delivering a series of technical reports and progress updates throughout the contract period, detailing the development process, challenges faced, and recommendations for future improvements.
Required Qualifications: Candidates must possess a Bachelor’s degree in information systems, computer science, or information technology. Additionally, they should have at least 5 years of experience in developing enterprise information systems, with a minimum of 3 years of experience in PHP framework Laravel and MySQL, as well as Dart Framework Flutter. Demonstrated experience in mobile application development, RESTful API development, and web security is essential. Familiarity with technologies such as CSS Bootstrap, Javascript, Jquery, Ajax, Json, and React is considered an advantage. Strong planning, organization, and capacity-building skills are also required, along with the ability to work effectively in a multicultural team environment.
Educational Background: A Bachelor’s degree in information systems, computer science, or information technology is required for this position. This educational background provides the necessary technical foundation for understanding and developing complex information systems and mobile applications.
Experience: The position requires a minimum of 5 years of professional experience in the development of enterprise information systems. Candidates should have at least 3 years of experience specifically with PHP framework Laravel and MySQL, as well as Dart Framework Flutter. Experience working with government counterparts and educational institutions is also essential, along with a demonstrated ability to develop secure and user-friendly mobile applications.
Languages: Effective verbal and written communication skills in English are mandatory, along with native proficiency in Khmer. This bilingual requirement is crucial for effective communication with local stakeholders and for the successful implementation of the project.

The consultant is expected to work full-time and may be required to work on-site at the Ministry of Education, Youth and Sport (MoEYS) in Cambodia. The consultant will need to provide their own tools and equipment, such as a laptop and software, to complete the assignment. The MoEYS will provide a working space and access to necessary resources during work sessions.
