Job Overview: The Regional Program Development Specialist plays a crucial role in the Southeast Asia Program, which encompasses operations in Cambodia, Laos, Vietnam, the Philippines, Myanmar, and Thailand. This position is vital for enhancing the participation, resilience, and quality of life for persons with disabilities and vulnerable groups. The specialist will implement and monitor the Southeast Asia fundraising strategy, identifying funding opportunities and leading the development of concept notes and project proposals for submission to various donors, including public institutions, foundations, and the private sector. The role requires collaboration with various stakeholders, including the Program Unit Manager, Institutional Funding Division at HQ, Regional Director, Technical Head of the Program, and Country Managers, to ensure the successful execution of the program's objectives and strategies.
Duties and Responsibilities: The duties and responsibilities of the Regional Program Development Specialist include:
Strategic Positioning and Planning: Monitoring donor strategies and priorities, participating in operational strategy development, ensuring follow-up and implementation of the fundraising strategy, and coordinating fundraising efforts across programs and countries.
Relationship Management: Developing and maintaining relationships with donors and strategic partners, participating in platforms to increase HI's visibility, and promoting HI's technical positioning within relevant networks.
Proposal Development: Coordinating the proposal development process, ensuring compliance with donor guidelines, and managing stakeholder input during project development.
Capacity Building: Developing and facilitating training modules on proposal writing and project cycle management for staff and local partners. The specialist will also be responsible for analyzing fundraising trends and informing the program on project coverage and secured amounts.
Required Qualifications: Candidates must hold a degree from an accredited educational institution in international development or a relevant field. A minimum of 5 years of experience in similar positions is required, including at least 2 years in program development. Familiarity with donor contract analysis and strategic analysis is essential, along with expert-level skills in proposal writing and narrative report writing.
