Job Overview: The National Project Officer will play a crucial role in the implementation of a Japan-funded project aimed at supporting Cambodia's response to large-scale return migration. This position involves coordinating the establishment and operation of three new Migrant Worker Resource Centres (MRCs) and enhancing job matching, Recognition of Prior Learning (RPL), and sector-based skills pathways, particularly in the garment and labor-intensive sectors. The officer will be responsible for the day-to-day management of project activities, ensuring that work plans, timelines, and budgets are adhered to. The role requires close collaboration with various stakeholders, including government agencies, employers, and training institutions, to facilitate employment pathways and support services for returning workers. The incumbent will also be tasked with monitoring project progress, preparing reports, and ensuring compliance with donor requirements.
Duties and Responsibilities: The National Project Officer will coordinate the daily implementation of project activities, ensuring that all tasks are completed according to established work plans and budgets. Key responsibilities include:
Establishing and overseeing the setup of three new Migrant Resource Centres (MRCs) in Oddor Meanchey, Pursat, and Preah Vihear, including site preparation and office readiness for delivering counseling and employment services.
Liaising with contractors, suppliers, and local authorities to manage office renovations and installations, addressing any operational issues that arise.
Ensuring that project implementation aligns with donor requirements, including procurement specifications and visibility of donor support.
Engaging with government agencies, employers, and training institutions to coordinate employment pathways for returning workers.
Organizing job fairs, outreach events, and information sessions to connect job seekers with employment opportunities.
Coordinating skills assessments and training courses to help returning migrant workers gain recognition of their skills.
Monitoring service delivery and compiling data for internal and donor reporting.
Preparing reports and documentation on project progress and challenges, contributing to knowledge sharing and program improvement.
Assisting with budget tracking and administrative processes to ensure compliance with organizational procedures.
Required Qualifications: Candidates must possess a first-level university degree in economics, public policies, development studies, labor migration, skills development, or a related field. An advanced degree in these areas would be considered a strong advantage. Additionally, candidates should have at least two years of professional experience at the national level in project management, implementation, monitoring, and evaluation. Experience working with government bodies or managing development project components is also beneficial. Technical knowledge in labor migration, Recognition of Prior Learning (RPL), and the Cambodian employment ecosystem is highly desirable.
Educational Background: The educational background required for this position includes a first-level university degree in relevant fields such as economics, public policies, development studies, labor migration, or skills development. An advanced degree in these areas would be advantageous and may enhance a candidate's competitiveness for the role.
Experience: The position requires a minimum of two years of professional experience at the national level, specifically in project management, implementation, monitoring, and evaluation. Candidates with proven experience in collaborating with government bodies or managing capital expenditure components of development projects will have an advantage. Familiarity with labor migration and reintegration issues in Cambodia is also beneficial.
Languages: Excellent written and verbal communication skills in both Khmer and English are mandatory for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful execution of project activities.
Additional Notes: This position is a fixed-term contract for one year, with the possibility of extension based on the availability of funds and the continuing need for the functions.
