Job Overview: The Associate Project Co-ordination Officer will play a crucial role in supporting the Conflict Prevention Centre (CPC) within the OSCE. This position involves assisting in the coordination and oversight of programs and projects on behalf of the Secretary General. The incumbent will work closely with project and program managers to implement the OSCE's project management methodology, particularly focusing on the Unified Budget process. The role requires the development and dissemination of OSCE-specific tools and guidelines for effective program management, ensuring alignment with organizational priorities. The Associate Project Co-ordination Officer will also be responsible for delivering training and coaching to enhance the capacity of Secretariat departments and field operations in project management practices.
Duties and Responsibilities: The duties of the Associate Project Co-ordination Officer include supporting the development and maintenance of OSCE-specific tools for project management, providing technical support during the preparation and review of program budget documents, delivering training courses to promote consistent application of project management practices, reviewing project proposals to ensure alignment with organizational standards, drafting analytical documents and reports, identifying lessons learned and promoting good practices, maintaining contact with international organizations and donors, and performing other related duties as assigned. This position requires a proactive approach to enhance the effectiveness of program management across the organization.
Required Qualifications: Candidates must possess a second-level university degree in fields such as political science, international relations, conflict prevention, law, management, or economics. A first-level university degree combined with two additional years of relevant experience will also be accepted. A minimum of two years of professional experience in program and project management within governmental institutions, aid agencies, or international organizations is required. Candidates should demonstrate knowledge of result-based management, project cycle management, and have experience in project monitoring and evaluation. Excellent communication and organizational skills are essential, along with a good understanding of international development assistance dynamics, particularly in conflict prevention and crisis management.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in relevant fields such as political science, international relations, or management. Alternatively, a first-level university degree with additional relevant experience may be considered. The emphasis is on candidates who have a strong academic foundation in areas related to conflict prevention and project management.
Experience: The position requires a minimum of two years of relevant professional experience in program and project management. Candidates with a first-level university degree must have at least four years of relevant experience. Experience should be gained in governmental institutions, aid agencies, or international organizations, with a focus on project management and implementation.
Languages: Excellent oral and written communication skills in English are mandatory for this position. Knowledge of additional languages is considered an asset, particularly those relevant to the OSCE's operational regions. Candidates should demonstrate gender awareness and sensitivity, integrating a gender perspective into their work.
Additional Notes: This position is a fixed-term international secondment role, with a maximum service period of 10 years.
