Job Overview: The Senior Evaluator position is a critical role within the OSCE's Evaluation Unit, which is part of the Office of Internal Oversight (OIO). The Senior Evaluator will be responsible for planning, managing, leading, and conducting independent evaluations that adhere to international standards and principles. This role involves supporting Evaluation Network activities and providing technical assistance for decentralized evaluations. The Senior Evaluator will manage evaluation consultants, guide junior team members, and supervise interns, ensuring that all evaluation duties are performed in accordance with established professional standards. The position requires a strong commitment to enhancing the performance, efficiency, and effectiveness of OSCE operations through rigorous evaluation practices. The Senior Evaluator will report directly to the director" style="border-bottom: 1px dotted #007bff !important;">Deputy Director/Head of Evaluation and will be expected to contribute to decision-making processes, promote a culture of evaluation within the organization, and ensure accountability for results.
Duties and Responsibilities: As a Senior Evaluator, the individual will undertake a variety of responsibilities, including: 1) Planning and managing independent evaluations that are impartial and credible, ensuring they meet professional standards; 2) Conducting evaluability assessments and developing Terms of Reference (TORs), inception reports, evaluation methodologies, and data collection instruments; 3) Drafting comprehensive evaluation reports that include evidence-based findings, lessons learned, and actionable recommendations; 4) Identifying and reviewing the work of external evaluators or teams, ensuring high-quality outputs; 5) Conducting peer reviews and providing guidance to other members of the evaluation team; 6) Promoting the evaluation function within the OSCE by offering technical assistance to various entities; 7) Performing additional duties as assigned by supervisors, contributing to the overall mission of the OSCE.
Required Qualifications: Candidates must possess a second-level university degree in public policy, international affairs, evaluation, or a related social science field, with training in qualitative and quantitative data collection and analysis. A first-level university degree combined with two additional years of relevant experience will also be accepted. Applicants should have a minimum of seven years of professional experience in evaluation or applied research, with some experience at the international level. In-depth knowledge of evaluation designs, processes, and methodologies is essential, along with proven experience in delivering high-quality reports and communicating findings effectively. Strong interpersonal skills, the ability to work in diverse teams, and a commitment to gender sensitivity in evaluation work are also required.
Educational Background: The educational background required for this position includes a Master's degree (second-level university degree) in relevant fields such as public policy, international affairs, or evaluation. Candidates with a first-level university degree may be considered if they have additional relevant experience. Training in evaluation-focused qualitative and quantitative data collection and analysis is essential for success in this role.
Experience: The position requires a minimum of seven years of professional experience in evaluation or applied research, with at least some of that experience gained at the international level. Candidates with a first-level university degree must have nine years of relevant experience. Proven expertise in designing and leading complex evaluations, managing diverse stakeholders, and delivering high-quality evaluation reports is critical for this role.
Languages: Excellent oral and written communication skills in English are mandatory for this position. Proficiency in other OSCE languages is considered an asset, enhancing the candidate's ability to communicate findings to a broader audience and engage with diverse stakeholders.
Additional Notes: This position is classified as an international secondment, and candidates must be nominated by their respective participating States.
