Job Overview: The Budgetist (Engineer) will play a crucial role in supporting the implementation of urban development projects in Brazil, specifically focusing on the Izidora neighborhood in Belo Horizonte. This position requires collaboration with UN-Habitat’s operational and technical teams to ensure effective budget management and engineering practices. The consultant will be responsible for setting parameters and guidelines for budget engineering, preparing technical documents, and analyzing project budgets to ensure the successful execution of construction works. The role demands a high level of technical expertise in budget engineering, as well as the ability to work within a multidisciplinary team to achieve project goals.
Duties and Responsibilities: The Budgetist (Engineer) will have a comprehensive set of responsibilities, including: 1) Establishing parameters, standards, and requirements for budget engineering; 2) Developing guidelines for planning and designing architecture and urban infrastructure projects; 3) Preparing technical guidelines and budget spreadsheets for civil construction works; 4) Analyzing materials quantities and budget spreadsheets for residential buildings and urban infrastructure; 5) Calculating indirect benefits and expenses, and creating civil construction work programs; 6) Preparing reports and technical analyses on budgets; 7) Applying advanced analysis techniques to propose solutions to budget-related issues; 8) Providing technical guidance to project team members; 9) Collaborating with team members to prepare necessary technical documents; 10) Participating in meetings with the technical team; 11) Completing any additional technical support tasks as required; 12) Ensuring compliance with United Nations security" style="border-bottom: 1px dotted #007bff !important;">security mechanisms and completing required training courses.
Required Qualifications: Candidates must possess a postgraduate degree in Budget or a related field, or have an additional four years of relevant experience beyond the basic requirements. A bachelor's degree in Civil Engineering or a related discipline is also required. The position demands a minimum of six years of progressively responsible experience in budget engineering, with experience in urbanization of informal settlements being desirable. Previous experience within the UN System is also preferred. Strong computer skills, particularly in Microsoft Office and familiarity with AutoCAD Civil 3D and BIM, are essential.
Educational Background: The educational requirements for this position include a postgraduate degree (Lato Sensu or Stricto Sensu) in Budget or a related field, along with a bachelor's degree in Civil Engineering or a similar discipline. This educational background is crucial for understanding the complexities of budget engineering and urban development.
Experience: The position requires at least six years of progressively responsible experience in budget engineering. Candidates with experience in the context of urbanization of informal settlements will be favored. Previous work experience within the UN System is also considered an asset, as it demonstrates familiarity with the organization's processes and standards.
Languages: Fluency in Portuguese is mandatory for this position, given the local context of the work. Additional Notes: The contract for this position is expected to last for eleven months, and the consultant will be required to work on a part-time basis. The total net remuneration for the consultant is BRL 16,847, with payments structured based on the delivery and approval of specific project products. The consultant must be available for travel within Brazil as required by the Head of the Brazil Office. It is important to note that this position is open only to nationals from Brazil or external candidates holding a permanent visa in Brazil. The appointment is on a local basis, and any contract extension will depend on the availability of funds and performance.
