Job Overview:
The M&E Associate position is critical for supporting the National Center for Vector Borne Diseases Control (NCVBDC) in India. The role involves providing technical support to enhance program management and monitoring and evaluation (M&E) processes, which are essential for data-driven decision-making. The Associate will be responsible for strengthening data recording and reporting mechanisms, facilitating governance, and building capacity within the organization. The position requires the ability to deliver insights from multiple data sources and field observations, which will be crucial for achieving the elimination goals for vector-borne diseases (VBDs) such as malaria and lymphatic filariasis. The Associate will report directly to the Lead for the VBD Technical Support Unit (TSU) and will play a key role in shaping the data approach within NCVBDC, ensuring that the organization can effectively respond to public health challenges.

Duties and Responsibilities:
The M&E Associate will have a comprehensive set of responsibilities, including:
  • Developing and socializing both pre-defined and custom reports and dashboards for NCVBDC and its stakeholders to aid in routine program planning and decision-making.
  • Collaborating with partner institutes to innovate new approaches for generating program insights, including predictive modeling and machine learning techniques.
  • Assessing the existing surveillance framework to identify gaps and recommend process improvements.
  • Building consensus for the development of tools such as surveillance data quality assurance frameworks and decision support tools for various levels of government.
  • Creating technical briefs and fact sheets to communicate findings and suggestions effectively.
  • Documenting program progress through reports and presentations for internal and external dissemination.
  • Supporting capacity building initiatives for NCVBDC staff to ensure sustained ownership of program delivery.
  • Conducting periodic visits to states and districts to identify challenges and address gaps in program implementation.
  • Aligning priorities with the VBD team and managing relationships with diverse stakeholders. 1
  • Undertaking additional responsibilities as required to support the program's objectives.

Required Qualifications:
Candidates must possess a Bachelor’s degree in public health, epidemiology, economics, sociology, or a related field, along with at least 6 years of professional experience, or a Master’s degree with a minimum of 4 years of relevant experience. Professional experience in dynamic and innovative environments, such as life science research, impact evaluation, or public sector advisory roles, is essential. Candidates should have experience working with health department data for national or state-level M&E, particularly in large government health programs. Proficiency in Microsoft Word, Excel, and PowerPoint is required, and familiarity with advanced statistical tools and concepts related to new data paradigms, such as machine learning and AI, is preferred. Strong written and oral communication skills in English, problem-solving abilities, and a detail-oriented approach are also necessary.

Educational Background:
The educational background required for this position includes a Bachelor’s degree in relevant fields such as public health, epidemiology, economics, or sociology. A Master’s degree in these areas is preferred and would reduce the required years of professional experience. The educational qualifications should reflect a strong foundation in health-related disciplines, enabling the candidate to effectively contribute to the organization's goals.

Experience:
The position requires a significant level of experience, specifically a minimum of 6 years for candidates with a Bachelor’s degree or 4 years for those with a Master’s degree. This experience should be in a professional setting that involves dynamic and innovative work, particularly in areas related to health program management, monitoring and evaluation, or public health initiatives. Familiarity with health department data and experience in large-scale government health programs are crucial for success in this role.

Languages:
Proficiency in English is mandatory for this position, as effective communication is essential for collaboration and reporting.
