Job Overview:
The Hackathon Technical Advisor will play a crucial role in providing technical, operational, and methodological advisory support to the Energy and Petroleum Regulatory Authority (EPRA) and UNDP. The primary objective of this consultancy is to design and deliver a high-impact hackathon that generates actionable insights and outputs to inform EPRA’s regulatory and research agenda. The advisor will be responsible for ensuring that the hackathon is effectively structured to meet its goals, facilitating collaboration among participants, and guiding the development of innovative solutions that align with EPRA's objectives. This position requires a blend of technical expertise, project management skills, and the ability to engage with diverse stakeholders to foster a productive environment during the hackathon.

Duties and Responsibilities:
  • Provide expert advice on the design and implementation of the hackathon, ensuring alignment with EPRA’s strategic goals.
  • Develop a comprehensive plan for the hackathon, including objectives, timelines, and resource requirements.
  • Facilitate workshops and sessions to prepare participants for the hackathon, including training on relevant tools and methodologies.
  • Collaborate with EPRA and UNDP teams to identify key themes and challenges to be addressed during the hackathon.
  • Support the recruitment and selection of participants, ensuring a diverse and skilled group of innovators.
  • Monitor the progress of the hackathon, providing real-time feedback and adjustments as necessary.
  • Assist in the evaluation of hackathon outputs and the development of actionable recommendations based on the results.
  • Prepare a final report summarizing the hackathon outcomes, insights gained, and recommendations for EPRA’s regulatory and research agenda.

Required Qualifications:
  • Proven experience in organizing and facilitating hackathons or similar innovation events.
  • Strong understanding of regulatory frameworks and research methodologies relevant to the energy and petroleum sectors.
  • Excellent project management skills, with the ability to manage multiple tasks and deadlines effectively.
  • Strong communication and interpersonal skills, with the ability to engage and motivate diverse stakeholders.
  • Familiarity with digital tools and platforms used for hackathons and collaborative work.

Educational Background:
A minimum of a Master’s degree in a relevant field such as Energy Policy, Environmental Science, Project Management, or a related discipline. Additional certifications in innovation management or facilitation techniques will be an advantage.

Experience:
At least 5 years of professional experience in project management, advisory roles, or consultancy, particularly in the context of hackathons, innovation events, or capacity building in the energy sector. Experience working with governmental or international organizations is highly desirable.

Languages:
Fluency in English is mandatory. Knowledge of Swahili or other local languages is considered an asset, as it may facilitate better communication with local stakeholders and participants.

Additional Notes:
The assignment is expected to run from 27 March to 30 April 2026, with an estimated commitment of 20 working days. This is a consultancy position under the Individual Contractor (IC) procurement process. The position is not full-time and is project-based, focusing on the specific deliverables associated with the hackathon.
