Job Overview:
The Head of Sub-Office will be responsible for the overall management and administration of the IOM Sub Office in Koror, Palau. This position requires the individual to coordinate the implementation of broad IOM programming in line with established policies, standards, and commitments. The role involves managing operational, human resources, administrative, financial, and supply chain functions of the Sub-Office, ensuring compliance with IOM’s rules and regulations. The Head of Sub-Office will lead the recruitment, training, and capacity building of staff and third-party contractors, based on program assessments and available budgets. The position also entails maintaining and strengthening relationships with government authorities, international organizations, NGOs, and other stakeholders involved in migration management. The individual will contribute to the design and development of new projects, ensure adherence to safety and security" style="border-bottom: 1px dotted #007bff !important;">security procedures, and monitor the implementation and reporting of all program activities, providing regular updates to the Chief of Mission (CoM).

Duties and Responsibilities:
The duties and responsibilities of the Head of Sub-Office include:
  • Overall management and administration of the IOM Sub Office, ensuring effective coordination of IOM programming.
  • Managing operational, human resources, administrative, financial, and supply chain functions in accordance with IOM rules and regulations.
  • Leading the recruitment, training, and capacity building of Sub-Office staff and third-party contractors.
  • Participating in meetings with government authorities, international organizations, NGOs, and the private sector to promote IOM's objectives.
  • Maintaining and strengthening working relationships with stakeholders in migration management.
  • Contributing to the design and development of new projects in coordination with the CoM.
  • Ensuring adherence to safety and security procedures for staff and assets.
  • Monitoring and supporting the implementation and reporting of program activities in line with IOM standards.
  • Providing regular updates to the CoM on program implementation, achievements, challenges, and opportunities for expansion. 1
  • Assessing and identifying operational challenges and providing technical support for program implementation. 1
  • Ensuring visibility of IOM and donors as per agreements. 1
  • Performing other duties as assigned.

Required Qualifications:
The required qualifications for the Head of Sub-Office position include:
  • A Master’s degree in Political or Social Sciences, Humanitarian Affairs, Law, International Relations, Disaster Risk Reduction/Management, or a related field from an accredited institution, with five years of relevant professional experience; or a University degree in the same fields with seven years of relevant professional experience.
  • Experience in managing humanitarian, complex, and post-conflict emergencies at a national level.
  • Proven experience in liaising with government authorities, donors, and multi-stakeholders.
  • Experience in project development, implementation, monitoring, and evaluation.
  • Familiarity with migration management principles, concepts, and techniques.
  • Strong leadership and coordination skills, with the ability to work effectively in diverse cultural settings.
  • Excellent communication, negotiation, and project development skills.

Educational Background:
Candidates must possess a Master’s degree in relevant fields such as Political or Social Sciences, Humanitarian Affairs, Law, International Relations, or Disaster Risk Reduction/Management from an accredited academic institution. Alternatively, a University degree in these fields is acceptable if accompanied by seven years of relevant professional experience.

Experience:
The position requires a minimum of five years of relevant professional experience in managing humanitarian, complex, and post-conflict emergencies at a national level. Candidates should have experience in liaising with government authorities, donors, and various stakeholders, as well as in project development, implementation, monitoring, and evaluation. Experience working in the region is also preferred.

Languages:
Fluency in English is required for this position, both oral and written. A working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) and/or Palauan is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.

Additional Notes:
The contract for this position is fixed-term for one year, with the possibility of extension based on performance and funding availability. The position is classified at the P-3 level, indicating a professional level of responsibility.
