Job Overview:
The Procurement and logistics-officer" style="border-bottom: 1px dotted #007bff !important;">Logistics Officer will play a crucial role in supporting the operational functions of the Mission’s Procurement and Logistics Unit. This position involves close collaboration with the Chief of Mission, Head of Resources Management, and Programme Managers to ensure effective procurement and logistical support for various projects. The incumbent will be responsible for planning and implementing procurement activities, which include acquiring services and commodities such as IT equipment, vehicles, medicines, and office supplies. The role requires a thorough understanding of local market conditions and adherence to the IOM Procurement Manual and Delegation of Authority. The officer will also provide guidance to requisitioning units on procurement procedures and ensure compliance with financial verification processes before finalizing orders. Additionally, the officer will oversee the inspection of supplies and equipment to ensure they meet specified standards, process receipts, and maintain organized procurement documentation. This position also involves supervising and training procurement and logistics staff, ensuring competitive bidding processes are followed, and managing warehouse and asset management procedures effectively.

Duties and Responsibilities:
The duties and responsibilities of the Procurement and Logistics Officer include:
  • Providing operational support to the Procurement and Logistics Unit and assisting with government liaison processes.
  • Supporting the planning and implementation of procurement and contractual activities for various projects.
  • Advising requisitioning units on procurement procedures and available options.
  • Liaising with the Finance Department to ensure proper financial verification before ordering.
  • Supporting the inspection process for purchased supplies and equipment.
  • Processing receipts in the system based on confirmations from requisitioners.
  • Providing procedural support on procurement-related policies and standard operating procedures.
  • Supervising and training procurement and logistics staff.
  • Ensuring competitive bidding processes are conducted fairly. 1
  • Monitoring storage conditions and conducting periodic stock taking of office supplies. 1
  • Contributing to quarterly and annual physical inventories and maintaining fixed assets registry. 1
  • Supporting asset disposal processes in accordance with IOM procedures. 1
  • Maintaining organized filing systems for procurement documentation. 1
  • Assisting in the preparation and administration of service agreements and contracts. 1
  • Providing administrative support in government-related processes, including visa issuance and permits. 1
  • Guiding new or junior staff on procurement and logistics procedures. 1
  • Undertaking additional duties as assigned.

Required Qualifications:
The required qualifications for the Procurement and Logistics Officer position include:
  • A Master’s degree in Business Administration from an accredited academic institution, or a Bachelor’s degree in the same field with two years of professional experience.
  • Work experience with international humanitarian organizations, non-governmental organizations, or government institutions in a multicultural setting is preferred.
  • Proven experience in supporting results-based projects and activities.
  • Ability to work effectively under pressure and meet tight deadlines.
  • Strong computer literacy and proficiency in MS Office 365 and ERP systems.
  • Good negotiation and planning skills.
  • Capacity to work independently while being team-oriented.

Educational Background:
The educational background required for this position includes a Master’s degree in Business Administration from an accredited institution. Alternatively, a Bachelor’s degree in the same field is acceptable if accompanied by two years of relevant professional experience.
