Job Overview: The Senior Liaison Officer will play a crucial role in supporting the UN Network on Migration Secretariat in facilitating the Network’s support to Member States in their follow-up and review of the Global Compact for Safe, Orderly and Regular Migration (GCM). This position requires the individual to provide expert advice and guidance, particularly in the preparation and organization of the International Migration Review Forum (IMRF) and in supporting regional UN Networks on Migration. The officer will be responsible for coordinating with various stakeholders, including Regional Liaison and Policy Officers, to ensure effective communication and reporting to the Secretary-General. The role emphasizes the importance of a coordinated approach to migration issues, ensuring that the rights and well-being of migrants are prioritized.
Duties and Responsibilities:
Provide expert advice and guidance on the Network’s support to Member States and stakeholders in the follow-up and review of the GCM.
Develop, coordinate, and ensure the roll-out of the roadmap for the GCM Regional Reviews.
Develop, coordinate, and ensure the roll-out of the IMRF roadmap.
Provide expert support and guidance on fundraising efforts for the follow-up and review of the GCM.
Oversee the preparation of the Network’s reporting to the Secretary-General, based on inputs from Network members, Member States, and stakeholders.
Provide expert support and advice for discussions with and input from Member States, Network members, and stakeholders.
Provide expert support and advice to the Network secretariat units, including the Network governance and the GCM Capacity Building Mechanism.
Provide expert guidance and advice to the Regional Policy and Liaison Officers in coordinating regional UN Networks on Migration, as well as on the follow-up and review of the GCM, including for the quadrennial alternating regional GCM reviews and global GCM reviews.
Perform such other duties as may be assigned.
Required Qualifications: Candidates must possess a Master’s Degree in International Studies or a related field from an accredited academic institution with seven years of relevant professional experience, or a University Degree in the above fields with nine years of relevant professional experience. The position requires sound written and oral communication skills, strong analytical skills, and the ability to effectively communicate in both internal and external forums. Proven analytical, project management, and organizational skills are essential, along with a good understanding of migration issues, trends, and policies. Excellent communication skills, particularly in a multilingual setting, are crucial, as well as the ability to work effectively within a diverse team and independently under pressure.
Educational Background: A Master’s Degree in International Studies or a related field is required, or alternatively, a University Degree in the same fields with additional years of relevant professional experience. The educational background should be from an accredited institution, ensuring that candidates have a solid foundation in international relations, migration studies, or related disciplines.
Experience: Candidates should have a minimum of seven years of relevant professional experience for those with a Master’s Degree, or nine years for those with a University Degree. Experience should include sound written and oral communication skills, strong analytical skills, and the ability to manage multiple critical tasks simultaneously. A good understanding of migration issues, trends, and policies is essential, along with proven project management and organizational skills. The ability to work effectively in a team and independently under pressure is also required.
Languages: Fluency in English is mandatory for this position, both oral and written. Additionally, a working knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) is considered an advantage. Proficiency in required languages will be evaluated during the selection process, which may include written and/or oral assessments.
Additional Notes: The position is a fixed-term contract for one year with the possibility of extension. It is classified at the P-4 grade level and is open only to internal candidates and former IOM staff members who were separated in the last 12 months due to the structural adjustment process. The recruitment process is expedited and not open to external applicants. Internationally recruited professional staff are required to be mobile, and any offer made is subject to funding confirmation. The selection process may also be used to staff similar positions in various duty stations. Candidates must be medically fit for appointment and meet any residency or visa requirements.
