Job Overview:
The Programme Coordinator will be responsible for the technical and scientific coordination, implementation, and maintenance of the IOC data and information exchange system, particularly focusing on the Ocean Biodiversity Information System (OBIS). This role involves working within the framework of UNESCO’s Medium Term Strategy and the IOC Medium-term strategy, ensuring that the OBIS work plan is implemented effectively. The incumbent will collaborate closely with the OBIS Programme Specialist and the wider IOC team to establish technical programme goals, manage the OBIS technology stack, and support related activities. The position requires a proactive approach to resource mobilization, contractor engagement, and networking to promote the OBIS initiative and support member states in their ocean data management efforts.

Duties and Responsibilities:
  • Programme Coordination and Management: Collaborate with the Head of Section and the OBIS programme specialist to establish technical programme goals, develop activity plans, budget proposals, and performance measures. Coordinate the technical maintenance and development of the OBIS technology stack and infrastructure, manage the implementation of the OBIS work plan, and provide support to OBIS technical and scientific working groups. Ensure interoperability with IOC data architecture and provide guidance to users regarding biological and ecosystem data.
  • Resource Mobilization and Contractor Engagement: Draft technical and scientific aspects of extra-budgetary project proposals and manage the implementation of approved projects. Monitor and evaluate the progress of contractors providing technical support.
  • Networking and Outreach: Participate in IODE mandated group meetings, assist in promoting OBIS, and support additional IOC and IODE work as required. Engage with member states and stakeholders to enhance collaboration and communication regarding ocean data initiatives.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in information technology, computer science, environmental, marine or biological sciences, or a related field. A solid understanding of data informatics and related areas is essential, along with good analytical, organizational, and coordination skills. Candidates should demonstrate the ability to produce accessible reports on scientific and technical issues, monitor project feasibility, and pursue collaborations effectively. Excellent liaison and teamwork skills are also required, as well as an awareness of emerging trends and the ability to integrate multiple agendas into relevant projects.

Educational Background:
An advanced university degree (Master’s or equivalent) is required, preferably in fields related to information technology, computer science, environmental, marine or biological sciences. A PhD in a related field is desirable and may enhance a candidate's qualifications for the position.

Experience:
Candidates should have a minimum of four years of progressively responsible experience in data informatics or a related area, with at least two years acquired at the international level. Experience in IT web-enabled scientific database development and management is preferred, along with experience in biodiversity informatics, statistical analysis of biodiversity data, and project management. Familiarity with cloud computing platforms and experience working within the United Nations system or similar international organizations is an asset.

Languages:
Excellent knowledge of English, both spoken and written, is mandatory. Knowledge of another official UN language (Arabic, Chinese, French, Russian, Spanish) is considered an asset and may enhance a candidate's profile.

Additional Notes:
The position is a fixed-term contract for a duration of 2 years, with the possibility of renewal. The role is open to both internal and external candidates. The approximate annual starting salary for this position is USD 107,430, and benefits may include 30 days of annual leave, family allowance, medical insurance, and a pension plan.
