Job Overview:
The Accountability & Learning Officer plays a crucial role in the implementation of the Strategic Planning and Resource Cycle (SPARC), which began in 202
  • This position is integral to the administration and coordination of the SPARC Monitoring & Evaluation (M&E) Framework, which is designed to enhance accountability and facilitate collective learning across the MSF Movement. The officer will work closely with various stakeholders to ensure that the M&E Framework is effectively implemented, data is collected regularly, and analytical reports are consolidated. The role requires a strong focus on building stakeholder capacity and ensuring that reporting processes are streamlined and efficient, utilizing digital tools such as Asana and Power BI. The officer will also be responsible for adapting processes based on learning outcomes and ensuring that the reporting aligns with the strategic objectives of the organization.

Duties and Responsibilities:
  • Coordinate the initial implementation of the SPARC M&E Framework, ensuring effective communication and workflows among stakeholders, while documenting learning and adapting processes for success.
  • Implement the regular cycle of SPARC reporting as outlined in the M&E Framework, building stakeholder capacity and familiarity with processes and digital reporting tools.
  • Establish and maintain accountability tools, such as reporting dashboards and SPARC reporting metrics (OKRs, KPIs) in collaboration with implementing stakeholders.
  • Ensure efficient data collection by leveraging existing data sources and promoting streamlined reporting practices.
  • Consolidate SPARC reports from various implementing groups or teams, integrating insights and analyses from all stakeholders to provide a comprehensive overview.
  • Produce regular reports for review by international governing bodies, adhering to the approaches and procedures outlined in the SPARC MoU and M&E Framework.
  • Monitor reports for challenges and requests for support that may require direct oversight from the Full ExCom.

Required Qualifications:
The ideal candidate should possess strong analytical skills, excellent communication abilities, and a deep understanding of monitoring and evaluation frameworks. Familiarity with digital reporting tools and data analysis software is essential. The candidate should also demonstrate a capacity for collaborative work and stakeholder engagement, as well as a commitment to the principles of accountability and learning within humanitarian contexts.

Educational Background:
A bachelor's degree in a relevant field such as social sciences, international development, public health, or a related discipline is required. A master's degree would be an advantage, particularly in areas related to monitoring and evaluation, public policy, or humanitarian studies.

Experience:
Candidates should have a minimum of 3-5 years of experience in monitoring and evaluation, preferably within the humanitarian or development sectors. Experience in coordinating complex projects and working with diverse stakeholders is essential. Familiarity with the MSF Movement and its operational contexts would be beneficial.

Languages:
Fluency in English is mandatory, and proficiency in French or Spanish would be considered an asset. Knowledge of additional languages relevant to MSF's operational contexts may also be advantageous.

Additional Notes:
This position is a full-time role with a fixed-term contract lasting two years, subject to the employment regulations and labor laws of the country where the selected candidate is based. The successful candidate will typically be offered a contract in the MSF office of their country of residence at the time of application. Compensation and benefits will be aligned with MSF's practices and the specific entity offering the contract.
