Job Overview:
The Head of CRCO Accounting Section is a senior leadership role within the Directorate Central Route Charges Office and Finance at EUROCONTROL. This position is pivotal in guiding and overseeing a team responsible for delivering accounting services related to the Multilateral Agreement for Route Charges and various bilateral agreements. The selected candidate will ensure compliance with applicable regulations and standards, including International Financial Reporting Standards (IFRS). The role requires a blend of business acumen and operational engagement, with expectations to develop financial analyses, manage staff, and oversee day-to-day accounting operations. The successful candidate will lead the accounting activities for 23 billing systems, define strategies for financial reporting, and establish key performance indicators to ensure service delivery meets organizational targets.

Duties and Responsibilities:
The duties and responsibilities of the Head of CRCO Accounting Section include leading and managing the accounting activities for the CRCO, ensuring timely and accurate service delivery in compliance with relevant regulations and IFRS. The candidate will define the financial reporting strategy for CRCO operations, establish policies and operational processes, and manage the evolution of the financial information system. Responsibilities also include planning and monitoring team output, addressing performance gaps, and fostering staff development through training and mentoring. The candidate will be responsible for the annual financial closure for the MLS and Bilateral Agreements, ensuring the preparation of official financial reports, and managing relationships with national administrations and external auditors. Additionally, the role involves defining policies to ensure data integrity and business continuity, driving regular reviews for service improvement, and building collaborative relationships across teams and stakeholders.

Required Qualifications:
Candidates must possess either a Level 7 qualification in a relevant field such as finance, accounting, business administration, or economics, along with at least 10 years of progressive finance and accounting experience, including 3 years in a management role; or a Level 6 qualification with at least 11 years of relevant experience. A professional certification in accountancy, such as Chartered Accountant, is desirable. Proficiency in financial accounting and analysis, knowledge of IFRS or IPSAS, and experience with ERP financial modules are essential. Candidates should demonstrate strong analytical skills, decision-making capabilities, and effective people management practices, along with the ability to work in a multicultural environment.

Educational Background:
The educational background required for this position includes completion of third-level studies in a relevant field, meeting the European Qualifications Framework (EQF) Level 6 or Level
  • This educational foundation should be complemented by substantial professional experience in finance and accounting, particularly in roles that involve team management and leadership.

Experience:
Candidates should have a minimum of 10 to 11 years of progressive experience in finance and accounting, with at least 3 years in a team management role. Experience in multi-entity, international environments is advantageous, as is a proven track record in business process review and change management for process improvement.

Languages:
Proficiency in English at level C1 is mandatory for this position, with the requirement to become a basic user of French at level A1 before the end of the probation period. The working languages of the Agency are English and French, and candidates must be able to adapt their communication to different audiences and situations.

Additional Notes:
The position is a full-time role with a duration of 5 years, with the possibility of extension or conversion to a permanent contract. The selected candidate will undergo a probationary period of nine months, during which they will be evaluated for their performance and suitability for the role. The appointment may be renewed multiple times, but the total duration, including renewals, cannot exceed nine years. The selected candidate must reside in Brussels or a reasonable proximity to fulfill their duties effectively.
