Job Overview:
The Policy Officer position at NORCAP is designed for a Norwegian National Seconded Expert (SNE) who will work closely with the Ukraine Service of the European Commission. This role is pivotal in supporting Ukraine's reforms, particularly in the areas of employment, social policy, human capital, research, science, civil protection, and disaster risk management. The Policy Officer will be responsible for maintaining close coordination with various directorates and stakeholders, including the European External Action Service (EEAS) and the EU Delegation in Kyiv. The position requires a proactive approach to policy analysis, development, and coordination, ensuring that the necessary reforms are effectively implemented and aligned with EU standards.

Duties and Responsibilities:
The duties and responsibilities of the Policy Officer include:
  • Policy Analysis: Following up on the political, economic, and social situation in Ukraine, drafting briefings, decision notes, reports, and press releases under the guidance of a Commission official.
  • Policy Development: Supporting EU-Ukraine policy development with a focus on employment and social reforms, engaging in policy dialogue with relevant ministries and stakeholders.
  • Policy Coordination: Liaising with Ukrainian partners and the EU Delegation on reforms, ensuring alignment with the relevant acquis chapters.
  • General Program Management: Assisting in analyzing proposals for programs dedicated to supporting Ukraine.
  • External Relations: Maintaining contacts with various services of the European Commission, EEAS, EU Member States, and third countries involved in Ukraine-related fields.
  • Inter-service Coordination: Preparing and responding to inter-service consultations on relevant Commission work.

Required Qualifications:
Candidates must possess a higher education degree, preferably at the Master’s level, in a relevant field. A minimum of 2 years’ experience in external relations, inter-institutional relations, representation, negotiation, and participation is required. Additionally, candidates should have experience in policy development, particularly in designing and implementing reform strategies. Knowledge of Ukraine and the functioning of EU institutions is considered an asset, along with experience in aid cooperation and supporting social policies in third countries.

Educational Background:
The educational background required for this position includes a higher education degree, ideally at the Master’s level, in a field relevant to the responsibilities of the Policy Officer. This educational foundation is crucial for understanding the complexities of EU policies and the socio-economic landscape of Ukraine.

Experience:
The position requires at least 2 years of relevant experience in external relations, inter-institutional relations, and policy development. Candidates should have a proven track record in negotiating and participating in international relations, particularly within the context of the European Union and its neighborhood policies. Experience in aid cooperation and social policy support in third countries is also advantageous.

Languages:
Fluency in English and Norwegian is mandatory for this position. Proficiency in additional languages may be considered beneficial, particularly those relevant to the EU and Ukraine, but English and Norwegian are the primary languages required for effective communication and documentation.

Additional Notes:
This position is open exclusively to Norwegian citizens and requires candidates to hold a Norwegian passport. Applicants must currently work in a state or public institution and be members of the Norwegian Social security" style="border-bottom: 1px dotted #007bff !important;">Security Scheme (Folketrygden). A Security Clearance at EU Secret (Hemmelig) is preferred. The contract duration is set for 2 years, with the possibility of extension based on performance and organizational needs. The role is full-time and involves working closely with various stakeholders in a dynamic and impactful environment.
