Job Overview: The Partnerships and Resource Mobilization Specialist at UN Women India is responsible for managing the partnerships portfolio within the country office. This role involves ensuring that reporting for mobilized resources is conducted timely and with high quality. The incumbent will build, foster, and maintain relationships with partners and donors while designing and implementing the Country Office's Resource Mobilization Strategy. The Specialist will provide senior management and program teams with advice on new partnership opportunities and facilitate strategic programming and project formulation. This position plays a crucial role in effective partnership building and resource mobilization, advising senior management on strategic opportunities and supporting overall resource mobilization efforts. The incumbent will also ensure timely monitoring and evaluation at the outcome level and lead the analysis and documentation of programmatic lessons learned to raise additional resources. The role requires close cooperation with senior management, program and operations colleagues, and other stakeholders, including UN Agencies, government officials, multi-lateral and bi-lateral donors, and civil society. The Specialist will also manage the Private Sector Advisory Council to implement functions effectively and establish innovative financing options for women's interests in India.
Duties and Responsibilities:
Develop and manage UN Women’s strategic partnerships in the India Country Office: Manage and coordinate relationships with key partners; provide technical inputs to senior management’s efforts at the country level to develop new and innovative partnerships; set and monitor annual priorities, goals, and key performance indicators (KPIs) for national partnerships; provide strategic advice to the India Country Office on building and maintaining partnerships and positioning with potential donors, including High-net Worth Individuals (HNIs) and the Corporate Sector; advise on the design and implementation of effective advocacy strategies for proactive targeting of partners and donors.
Manage and facilitate the implementation of resource mobilization strategies and initiatives: Oversee the development and implementation of differentiated donor fundraising strategies aligned with country-level activities; develop targeted products and initiatives to mobilize programmatic resources and attract additional donor funding; gather information on project/programme pipelines and corresponding resource needs through collaboration with country-based counterparts; provide technical support for project proposal development in line with UN Women’s strategy and donor interests; conduct donor studies and research to identify funding opportunities; update the resource mobilization strategy as needed.
Build trust and maintain effective relationships with donors: Provide technical support to the Country Representative and senior managers in preparing for missions, meetings, and consultations with donors; act as a direct entry point for donors; maintain regular updates on donor profiles and intelligence; identify opportunities to secure additional non-core resources; provide technical support for drafting partner-specific Framework Arrangements and Cost Sharing Agreements; prepare brief funding proposals and concept notes as appropriate.
Coordinate the submission of high-quality and timely reports to donors: Maintain systems to ensure compliance with grant terms and agreements; provide technical support to program managers for preparing high-quality donor reports; coordinate with the Monitoring and Reporting Specialist for collecting information and preparing results-based reports for external constituencies.
Provide advice and support to strengthen internal resource mobilization capacity: Advise and support the UN Women India Office on resource mobilization procedures and guidelines; facilitate training for program staff and managers on resource mobilization, including developing tools and products; advise on creating UN Women communication products and positions.
Participate in knowledge building and sharing and advocacy efforts: Contribute to developing knowledge products and mechanisms to position UN Women effectively in the region; share knowledge and enhance organizational learning through online tools, templates, and guidelines; monitor emerging issues affecting partnerships and resource contributions at the national level.
Required Qualifications:
Strong knowledge of gender equality and women's rights issues.
Demonstrated ability to interact effectively with government representatives of Member States (donor and programme).
Proven networking skills and ability to mobilize support on behalf of UN Women.
Strong negotiating skills.
Knowledge and understanding of the UN system and familiarity with inter-governmental processes.
Strong IT skills, including databases, extranet, and office software packages.
Strong analytical and interpersonal skills.
Educational Background: A Master’s degree or equivalent in economics, business management, social sciences, public administration, international relations, communications, women's studies, or a related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: At least 7 years of progressively responsible experience in resource mobilization, communications/advocacy, and/or business development is required. Experience in gender equality and women's empowerment is essential. The candidate should have experience working with civil society organizations, international institutions, and donors. Experience working in the UN system is considered an asset.
Languages: Fluency in English and Hindi is required. Knowledge of another UN official working language is an asset. Knowledge of a local language is also beneficial.
