Job Overview: The GRB coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator- MWCD position is integral to UN Women’s mission of strengthening gender-responsive budgeting (GRB) within the Indian government. The role involves working closely with the Ministry of Women and Child Development (MWCD) to enhance institutional mechanisms for GRB, ensuring that gender perspectives are incorporated into national and state budgeting processes. The coordinator will be responsible for coordinating and implementing program activities, providing technical assistance, and facilitating training and capacity development for various stakeholders. This position aims to create a conducive policy environment for gender budgeting and improve the availability of data related to gender equality initiatives. The GRB Technical Coordinator will also engage in research, documentation, and dissemination of GRB resources, contributing to the overall goal of advancing gender equality in governance and public finance.
Duties and Responsibilities: The GRB Technical Coordinator will undertake a variety of tasks, including:
Strengthening coordination with relevant ministries on gender budgeting, providing technical assistance to expand GB initiatives across central ministries and states.
Assessing the progress of ministries and states on GRB and supporting the development of action plans.
Analyzing documents from various ministries from a gender perspective and compiling data related to gender budgeting.
Supporting national pre-budget consultations to ensure women's participation in budget-making processes.
Conducting training and orientation programs on gender budgeting for government officials and other stakeholders.
Developing training materials and guidelines for gender budgeting at various levels.
Documenting and disseminating best practices and resources related to GRB.
Assisting in the preparation of reports, proposals, and other documents related to gender budgeting initiatives.
Collaborating with IT specialists to manage e-governance tools for gender budgeting. 1
Performing any other duties assigned by supervisors in MWCD and UN Women.
Required Qualifications: Candidates must possess a Master’s Degree or equivalent in Social Sciences, Economics, Social Work, Gender Studies, Public Administration, Policy, or related fields. Additionally, they should have a strong understanding of gender issues and development policies, as well as experience in gender-responsive governance and budgeting. Proficiency in computer software, particularly MS Office, is also required.
Educational Background: A Master’s Degree or equivalent in relevant fields such as Social Sciences, Economics, Gender Studies, or Public Administration is essential for this position. This educational background ensures that the candidate has the necessary theoretical knowledge and analytical skills to effectively contribute to gender-responsive budgeting initiatives.
Experience: A minimum of 5 years of relevant experience at the national or state level is required, particularly in development projects focused on gender equality and women's empowerment. Candidates should have hands-on experience in the design, implementation, and monitoring of projects, as well as familiarity with budgetary and policy analysis. Experience working with government entities on gender issues, especially in the context of gender-responsive budgeting, is highly desirable.
Languages: Proficiency in English is mandatory, along with a good command of Hindi in reading and writing. This bilingual requirement is crucial for effective communication and collaboration with various stakeholders in the Indian context.
Additional Notes: This is a full-time position based in New Delhi, India. The consultant is expected to use their own computer equipment, as the office will not provide any. The role may require travel, and consultants aged 65 years or older must provide a medical examination and statement of fitness to work. Candidates must disclose any outside activities and are not permitted to engage in outside work during the assignment. The evaluation and selection process will include an assessment of qualifications, experience, and may involve interviews and written tests.
