Job Overview:
The position of Technical Leader in Health Financing and Governance is pivotal in guiding and directing country support and capacity strengthening initiatives. The incumbent will be responsible for establishing evidence-based policies and strategies that enhance health financing systems and governance at both national and sub-national levels. This role involves identifying opportunities to strengthen health financing systems, including macroeconomic policies, fiscal space, health taxes, and public financial management. The incumbent will also focus on financial protection policies, health economics, and governance frameworks, ensuring that WHO's normative guidance is operationalized effectively. The position requires a proactive approach to delivering technical and administrative support, fostering collaboration, and ensuring accountability to achieve measurable results for Member States.

Duties and Responsibilities:
The incumbent will perform a variety of duties, including:
  • Providing technical leadership in establishing evidence-based policies and strategies for health financing and governance.
  • Identifying opportunities to strengthen health financing systems and financial protection policies at country and regional levels.
  • Guiding the operationalization of WHO's normative guidance on health financing and governance.
  • Conducting assessments of country progress towards Universal Health Coverage (UHC).
  • Delivering comprehensive technical and administrative support across budget centers.
  • Submitting an end-of-assignment report as required.
  • Engaging with Member States and partners to build consensus and communicate effectively.
  • Managing teams and financial resources to ensure effective implementation of health development programs.

Required Qualifications:
Candidates must possess a post-graduate degree (Master's or equivalent) in health financing, health economics, health systems, health policy, health planning, economics, or public policy. A PhD in one of these fields is desirable. Candidates should have at least 10 years of progressively responsible professional experience in health financing and governance management, including senior-level advisory roles. Experience in developing and establishing policies and strategies for health financing and governance is essential, along with demonstrated international experience.

Educational Background:
The educational background required for this position includes a post-graduate degree in relevant fields such as health financing, health economics, health systems, health policy, health planning, economics, or public policy. A PhD is considered an asset and may enhance the candidate's qualifications for the role.

Experience:
Candidates should have a minimum of 10 years of relevant professional experience, with a focus on health financing and governance. This experience should include providing senior-level advice to decision-makers at both national and international levels, managing human and financial resources, and developing policies and strategies in health financing and governance. International experience, particularly in the South-East Asia region, is highly desirable, as is experience with WHO or other multi/bi-lateral development agencies.

Languages:
Expert knowledge of English is essential for this position. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
The position offers a competitive remuneration package, starting with an annual base salary of USD 103,165, along with a variable post adjustment reflecting the cost of living in New Delhi. Benefits include 30 days of annual leave, allowances for dependent family members, home leave, and an education grant for dependent children.
