Job Overview: The coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator for Illicit Trade Protocol Implementation will provide essential technical support to the Ministry of Health and Family Welfare (MOHFW) in India. This role is crucial for the implementation of the Protocol to Eliminate Illicit Trade in Tobacco Products, which is part of the WHO Framework Convention on Tobacco Control (FCTC). The incumbent will work closely with the National Tobacco Control Programme (NTCP) Division to ensure effective coordination and execution of the protocol. The position requires a proactive approach to developing tracking and tracing systems for illicit trade, conducting evidence-based research, and supporting policy research related to tobacco control. The coordinator will also engage with various national and international organizations to facilitate the implementation of the protocol and contribute to the development of strategies for participation in the Meetings of the Parties (MOP) to the WHO FCTC.
Duties and Responsibilities: The incumbent will be responsible for a variety of tasks, including:
Assisting in the development of tracking and tracing systems for illicit trade in tobacco products.
Creating and following a roadmap with timelines for conducting evidence-based research.
Supporting policy research through data collection, management, evaluation, and analysis related to tobacco control policies.
Coordinating with international and national organizations, as well as various ministries, to implement the Illicit Trade Protocol.
Providing technical inputs by drafting documents related to the protocol and other international obligations for tobacco control.
Assisting the MOHFW/DGHS in formulating the country strategy for participation in MOP to the WHO FCTC.
Performing any other duties as assigned by supervisors.
Required Qualifications: Candidates must possess a University Degree in Medical Science (MBBS), Dentistry, Social Sciences, or a related field from a recognized institution. A Post Graduate degree in Public Health or Social Sciences is desirable. WHO only considers higher educational qualifications obtained from accredited institutions, which can be verified through the World Higher Education Database (WHED).
Educational Background: The essential educational requirement for this position is a University Degree in Medical Science (MBBS), Dentistry, or Social Sciences. A postgraduate qualification in Public Health or related fields is considered an asset. Candidates must ensure that their educational qualifications are from accredited institutions recognized by WHO.
Experience: Candidates should have at least one year of experience in tobacco control issues or in monitoring and evaluation of large-scale programs. Preference will be given to those with a thorough understanding of related international and national policies, conventions, and literature concerning tobacco control.
Languages: Excellent knowledge of written and spoken English is mandatory. Proficiency in the local language is considered an asset, enhancing communication and engagement with local stakeholders.
Additional Notes: The position is based in New Delhi, India, and is subject to local recruitment. The monthly remuneration for this role is 157,449 INR, taxable as per Indian laws. The appointment will be through a Special Services Agreement (SSA) and is extendable based on satisfactory performance and the continuing need for the function. The position may require travel to various states and districts within India.
