Job Overview: The GRB Expert- MWCD will be embedded within the Ministry of Women and Child Development (MWCD) in New Delhi, reporting to the Program Lead- GRB at UN Women India. This position is crucial for coordinating and implementing program activities related to Gender Budgeting (GB) within the MWCD. The expert will work closely with the nodal official in MWCD to strengthen the national government's efforts in gender-responsive planning and budgeting. The role involves leading the GRB unit, providing technical assistance to expand GB initiatives across central ministries and states, and developing methodologies for assessing progress on GRB. The expert will also facilitate consultations with various stakeholders to ensure women's priorities are reflected in budget-making processes and will support the development of guidelines for gender auditing and deepening gender budgeting at local levels.
Duties and Responsibilities: The GRB Expert- MWCD will have a comprehensive set of responsibilities, including:
Leading the GRB unit and providing technical assistance to MWCD on expanding GB initiatives to central ministries and states.
Developing a national action plan on GB and liaising with MWCD, Ministry of Finance, and other line ministries.
Streamlining the uptake of the GB framework by various ministries and departments.
Providing inputs on gender issues for existing and new policies, programs, and legislation.
Developing methodologies for assessing the progress of ministries and states on GRB and supporting the creation of action plans.
Ensuring the implementation of self-assessment tools on GB and maintaining data from ministries on gender budgeting.
Coordinating with the Ministry of Finance and civil society organizations for revising the Gender Budget Statement.
Conducting pre-budget consultations to facilitate women's participation in budget-making.
Providing technical assistance in developing guidelines for gender auditing and deepening gender budgeting at local levels. 1
Contributing to knowledge management by analyzing and disseminating resources on GRB, including case studies and policy briefs. 1
Developing and implementing capacity development strategies for various stakeholders on GB, including training programs for government officials and NGOs.
Required Qualifications: Candidates must possess a Master's Degree or equivalent in Social Sciences, Economics, Social Work, Gender Studies, Public Administration, Policy, or related fields. Additionally, they should have a minimum of 7 years of relevant experience at the national or state level, particularly in development projects focused on Gender Responsive Governance, Gender Equality, and Women's Empowerment. Experience in designing, implementing, and monitoring projects, as well as working with national or state governments on gender issues, especially gender-responsive budgeting, is essential. Proficiency in using office software packages is also required.
Educational Background: The educational requirement for this position is a Master's Degree or equivalent in relevant fields such as Social Sciences, Economics, Social Work, Gender Studies, Public Administration, or Policy. This educational background is crucial for understanding the complexities of gender issues and the frameworks necessary for effective gender budgeting.
Experience: The position requires a minimum of 7 years of relevant experience, particularly at the national or state level, working on development projects related to Gender Responsive Governance and Gender Equality. Candidates should have hands-on experience in the design, implementation, and monitoring of projects, with at least 2 years of experience working directly with national or state governments on gender issues, particularly in the area of gender-responsive budgeting. Experience in budgetary and policy analysis, as well as capacity building for government officials, is also important.
Languages: Proficiency in English is mandatory, along with a good command of Hindi in reading and writing. These language skills are essential for effective communication and collaboration with various stakeholders in the context of gender budgeting and governance.
Additional Notes: This is a full-time assignment, and the consultant is expected to use their own computer equipment, as the office will not provide any. The consultant must disclose any outside activities and is not permitted to take up any outside work during the assignment. The evaluation and selection process will include criteria such as required degree and qualifications, relevant experience, and working knowledge with national or state governments. Selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
