Job Overview: The Programme Officer (Legal and Transitional Justice) will be responsible for managing, coordinating, and overseeing the activities of the Legal Empowerment and Transitional Justice Programme within the IOM Iraq Country Office. This role involves exercising administrative, operational, and financial management responsibilities for relevant projects. The officer will provide operational management, guidance, and technical supervision to both national and international staff involved in the programme, assisting with programmatic strategy and implementation. The position requires establishing and maintaining strong relationships with UN agencies, humanitarian organizations, government entities, and community stakeholders to ensure the successful implementation of the programme. The officer will also identify priorities during programme implementation and contribute to the design and development of new projects based on emerging trends and donor interests. Additionally, the role includes ensuring compliance with IOM’s organizational policies and donor requirements, overseeing the preparation of programme reports, and monitoring progress against strategic objectives.
Duties and Responsibilities: The duties and responsibilities of the Programme Officer include overseeing the effective development and implementation of the Legal Empowerment and Transitional Justice Programme, providing operational management and guidance to staff, establishing relationships with stakeholders, identifying programme priorities, coordinating project design and development, ensuring compliance with reporting requirements, monitoring progress against objectives, overseeing the production of visibility materials, mentoring and supporting staff, coordinating the development of assessment tools, and undertaking travel duties as required. The officer will also participate in donor meetings and conferences, supervise relevant programme staff, and ensure the establishment of a common Monitoring and Evaluation (M&E) framework.
Required Qualifications: Candidates must possess a Master’s degree in International Relations, Political Science, Humanitarian Affairs, Economic Development, Business or Public Administration, International Studies, or a related field from an accredited institution, along with five years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with seven years of relevant professional experience is acceptable. Accredited Universities are those listed in the UNESCO World Higher Education Database. Candidates should have experience in programme conceptualization, development, monitoring, reporting, and evaluation, particularly related to transitional justice and legal empowerment of IDPs and conflict-affected populations. Familiarity with financial and business administration, as well as a sound understanding of migration issues, is also required.
Educational Background: The educational background required for this position includes a Master’s degree in relevant fields such as International Relations, Political Science, or related areas, or a University degree with additional years of experience. The educational qualifications must be from accredited institutions recognized by the UNESCO World Higher Education Database, ensuring that candidates have a solid academic foundation to support their professional experience in the field of migration and transitional justice.
Experience: Candidates should have substantial experience in programme development, monitoring, reporting, and evaluation, particularly in the context of transitional justice and legal empowerment for conflict-affected populations. Experience in liaising with governmental and diplomatic authorities, as well as familiarity with financial and business administration, is essential. The role requires a proven ability to establish and maintain strong working relationships with relevant stakeholders, including government counterparts and international organizations. Additionally, candidates should have experience in organizing consultations and workshops with high-level stakeholders and possess in-depth knowledge of migration-related subject areas.
Languages: Fluency in English is required for this position, both oral and written. Working knowledge of Arabic and another official UN language (such as French, Spanish, Russian, or Chinese) is considered an advantage. Proficiency in the required languages will be evaluated during the selection process, which may include written and/or oral assessments. IOM’s official languages are English, French, and Spanish, and all staff members must be fluent in one of these languages.
Additional Notes: The position is a Special Short Term Graded contract for an initial duration of 6 months, with the possibility of extension. This recruitment process is expedited and is only open to internal candidates and former IOM staff members who were separated in the last 12 months due to structural adjustments. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar positions for a period of 24 months.
