Job Overview:
The National Program Officer (RRRDS) will play a crucial role in the implementation and management of programs related to the Reintegration of Returnees and Displaced Persons. This position requires a deep understanding of the local context in Iraq, particularly in Erbil, and the challenges faced by returnees and internally displaced persons (IDPs). The officer will be responsible for coordinating with various stakeholders, including government agencies, NGOs, and community organizations, to ensure effective program delivery. The role also involves monitoring and evaluating program outcomes, providing technical support, and ensuring compliance with IOM's policies and procedures. The officer will be expected to contribute to the development of new project proposals and strategies to enhance the organization's impact in the region.

Duties and Responsibilities:
  • Coordinate the implementation of the RRRDS program, ensuring alignment with IOM's strategic objectives and local needs.
  • Liaise with government authorities, NGOs, and community groups to facilitate program activities and promote collaboration.
  • Conduct assessments to identify the needs of returnees and IDPs, and develop tailored interventions to address these needs.
  • Monitor and evaluate program activities, collecting data and preparing reports to assess effectiveness and inform future planning.
  • Provide technical guidance and support to field staff and partners in program implementation.
  • Ensure compliance with IOM's policies, procedures, and standards in all program activities.
  • Participate in capacity-building initiatives for local stakeholders to enhance their ability to support returnees and IDPs.
  • Contribute to the development of project proposals and funding applications to secure resources for program expansion.

Required Qualifications:
  • Proven experience in program management, particularly in the field of migration, displacement, or humanitarian assistance.
  • Strong understanding of the socio-political context in Iraq, especially regarding migration and displacement issues.
  • Excellent communication and interpersonal skills, with the ability to work effectively with diverse stakeholders.
  • Strong analytical and problem-solving skills, with a focus on results-oriented approaches.
  • Ability to work under pressure and manage multiple tasks simultaneously.

Educational Background:
A bachelor's degree in social sciences, international relations, development studies, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset.

Experience:
A minimum of 3-5 years of relevant work experience in program management, preferably in the context of migration, displacement, or humanitarian assistance. Experience working with international organizations or NGOs is highly desirable.

Languages:
Fluency in English is mandatory. Proficiency in Arabic or Kurdish is highly desirable and will be considered an asset.
