Job Overview: The Senior Programme Manager (Durable Solutions and DDRR Coordinator) will play a crucial role in the IOM Country Office in Iraq, which implements a large, multi-year Peace, Recovery, and Solutions portfolio. This portfolio supports the Government of Iraq and affected communities in addressing the complex impacts of displacement, return, social fragmentation, and post-conflict recovery. The position involves overseeing the coordination and management of the Programme, ensuring that it aligns with IOM's strategic objectives and best practices. The Senior Programme Manager will be responsible for monitoring and reporting on Programme progress, liaising with high-level stakeholders, supervising staff, and advancing new initiatives. The role also includes contributing to IOM's global programming for Durable Solutions and DDRR, ensuring that the Programme reflects current best practices and complies with IOM's policies and instructions. The Senior Programme Manager will work closely with various organizational units and stakeholders to refine strategies and enhance effectiveness, ultimately promoting social cohesion and community resilience in Iraq.
Duties and Responsibilities:
Provide strategic oversight and management to ensure progress toward intended results, promote successful practices for replication, and address underperformance with corrective measures.
Provide leadership and ensure coordination across and between different organizational units, including other Country Offices implementing project activities, Regional Offices providing technical oversight and guidance, and technical divisions at HQs.
Consult regularly with key stakeholders, including Unit Heads, Specialists, and Programme staff, to refine strategy, enhance effectiveness, and build synergies with other IOM projects.
Ensure the Programme implementation reflects current best practices and IOM’s policies and instructions, as advised by relevant technical experts and divisions, and contribute to policy development by preparing policy input and sharing lessons learned derived from Programme implementation.
Represent the Programme in various coordination mechanisms, raise issues for discussion, provide progress updates, and implement decisions and guidance effectively.
Support the creation of a culture of monitoring, evaluation, and learning within the Programme. Encourage identification of lessons learned and best practices, promote action-oriented research, and facilitate real-time incorporation of knowledge and learning into Programme implementation.
Build relationships with stakeholders, represent IOM at events, highlight achievements, and manage external communication.
Perform such other duties as may be assigned.
Required Qualifications: The position requires a Master’s degree in Management, Social Science, Law, International Relations, Regional Studies, or a related field from an accredited academic institution with seven years of relevant professional experience; or a University degree in the above fields with nine years of relevant professional experience. Candidates must have extensive experience in programme formulation, implementation, and evaluation, as well as demonstrated managerial experience in staff management. A proven record of establishing and maintaining good working relationships with governmental and diplomatic authorities, national, regional, and international institutions, international agencies (i.e., UN), and civil society organizations is essential. Candidates should also have proven work experience in a rapid transition or post-conflict area, experience in project development, implementation, and reporting, including financial and budgetary aspects, and familiarity with inter-agency programme regulations of the UN and other donors.
Educational Background: Candidates must possess a Master’s degree in Management, Social Science, Law, International Relations, Regional Studies, or a related field from an accredited academic institution. Alternatively, a University degree in the aforementioned fields is acceptable if accompanied by nine years of relevant professional experience. Accredited Universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received their education from recognized institutions.
Experience: Candidates are expected to have extensive experience in programme formulation, implementation, and evaluation, with a strong emphasis on managerial experience in staff management. A proven track record of establishing and maintaining good working relationships with various stakeholders, including governmental and diplomatic authorities, is crucial. Additionally, candidates should have experience working in rapid transition or post-conflict areas, demonstrating their ability to navigate complex environments effectively. Experience in project development, implementation, and reporting, including financial and budgetary aspects, is also required, along with familiarity with inter-agency programme regulations of the UN and other donors.
Languages: Fluency in English is required for this position, both oral and written. A working knowledge of Arabic is considered an advantage, as it may facilitate communication and collaboration within the local context.
