Job Overview:
The National Programme Officer for Prevention of Violent Extremism (PVE) and Rehabilitation will play a crucial role in IOM Iraq’s efforts to analyze and address the underlying drivers, motivations, and vulnerabilities that lead to violent extremism. This position involves working at multiple levels—institutional, community, and individual—to support a whole-of-society approach to building resilience against violent extremism. The officer will be responsible for planning, coordinating, implementing, monitoring, and overseeing PVE activities, serving as the primary liaison between IOM Iraq’s PVE Program and the National PVE Committee, as well as the district PVE sub-committees. The role requires collaboration with various stakeholders, including local authorities, civil society organizations, and community members, to develop and implement action plans that align with the National Strategy to Combat Violent Extremism adopted by the Government of Iraq. The officer will also contribute to capacity-building initiatives and the development of training materials for various stakeholders involved in PVE efforts.

Duties and Responsibilities:
The National Programme Officer will have a comprehensive set of responsibilities, including:

• Planning and coordinating PVE activities in collaboration with the Head of the Peace, Recovery and Solutions Division and the Programme Officer (Return and Reintegration).
• Acting as the primary point of contact for the National PVE Committee and district PVE sub-committees.
• Supervising the PVE Senior Program Assistant and other assigned staff.
• Overseeing the design and delivery of technical assistance activities to government stakeholders involved in PVE.
• Supporting the development of a localized policy strategy document in coordination with the Kurdistan Regional Government (KRG).
• Facilitating quarterly conferences on the implementation of the National Strategy in partnership with the Office of the National security" style="border-bottom: 1px dotted #007bff !important;">security-advisor" style="border-bottom: 1px dotted #007bff !important;">Security Advisor.
• Strengthening local PVE Plans of Action through capacity building and overseeing in-kind projects in collaboration with district mayors.
• Developing capacity-building materials for civil society and government actors.
• Guiding field research teams and coordinating logistical support for data collection. 1
• Attending meetings with government and donor representatives to present findings and facilitate discussions. 1
• Contributing to narrative and progress reports, public information materials, and other documentation as required.

Required Qualifications:
Candidates must possess a Master’s degree in international relations, development studies, social sciences, business management, public administration, or a related field from an accredited academic institution, along with at least two years of relevant experience. Alternatively, a Bachelor’s degree in the aforementioned fields with four years of relevant experience is acceptable. Candidates should demonstrate strong financial management and oversight skills, as well as experience in project management. A background in prevention of violent extremism or peacebuilding is highly desirable. Strong organizational, coordination, and diplomatic skills are essential, along with the ability to manage complex stakeholder relationships and communicate effectively with a diverse range of actors.

Educational Background:
The educational requirements for this position include a Master’s degree in relevant fields such as international relations, development studies, social sciences, business management, or public administration from an accredited university. Alternatively, a Bachelor’s degree in these fields is acceptable if accompanied by four years of relevant experience. Accreditation of the educational institution must be verified through the UNESCO World Higher Education Database.

Experience:
The position requires a minimum of two years of demonstrated experience in engaging with senior government officials in Iraq and local government entities. Candidates should have a strong background in project management, particularly in financial oversight and management. Experience in prevention of violent extremism or related areas such as peacebuilding is preferred. The candidate should also possess strong managerial and leadership skills, including experience in remote management.

Languages:
Fluency in English is mandatory for all IOM staff members. Additionally, proficiency in Arabic and Kurdish is considered advantageous. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments to ensure candidates meet the necessary communication standards for the role.

Additional Notes:
The position may involve travel for duty purposes to oversee and monitor PVE activities and attend coordination meetings with relevant stakeholders.
