Job Overview:
The National Project Officer (Reparations and Transitional Justice) will work under the overall supervision of the Peace, Recovery and Solutions Division (PRSD) Senior Programme Coordinator and the direct supervision of the Head of the Legal Empowerment and Transitional Justice (LE&TJ) Unit. This role involves supporting and coordinating the development, implementation, monitoring, and reporting of activities under Pillar II (Reparations and Transitional Justice) of the LE&TJ Unit. The officer will provide operational guidance and technical monitoring to ensure the implementation of the reparations and transitional justice strategy aligns with IOM policies and applicable legal frameworks, including the Yazidi Survivors Law and other relevant laws. The position requires collaboration with various technical leads and stakeholders to ensure coherence across the Unit's integrated three-pillar approach, focusing on civil documentation, housing, land and property rights, and legal remedies. The officer will also be responsible for supervising project staff, monitoring project implementation, and promoting the integration of gender, protection, and human rights considerations into the portfolio.

Duties and Responsibilities:
The National Project Officer will have a comprehensive set of duties and responsibilities, including coordinating the overall implementation of the Pillar II portfolio, monitoring financial, logistical, administrative, and technical aspects of projects, and ensuring compliance with IOM policies and donor requirements. The officer will collaborate with the Pillar I technical lead on intersecting work areas, supervise and support project staff, document and evaluate project results, and recommend corrective actions as needed. Additionally, the officer will promote the integration of gender and human rights considerations into project design and implementation, prepare reports for donors and stakeholders, identify areas for project development, and liaise with government entities and partners. The officer will also organize capacity-building activities and represent the Unit at relevant conferences and workshops.

Required Qualifications:
Candidates must possess a Master's degree in Law, Political or Social Sciences, International Relations, Human Rights, Transitional Justice, Development Studies, Migration Studies, or a related field from an accredited institution, along with two years of relevant professional experience. Alternatively, a University degree in the aforementioned fields with four years of relevant experience is acceptable. Experience in transitional justice, reparations, rule of law, and access to justice is essential, preferably in a post-conflict or humanitarian setting. Candidates should have experience in project cycle management, liaising with governmental authorities and NGOs, and working with vulnerable groups. Supervisory experience and capacity-building skills are advantageous.

Educational Background:
The educational background required for this position includes a Master's degree in relevant fields such as Law, Political or Social Sciences, International Relations, Human Rights, Transitional Justice, Development Studies, or Migration Studies from an accredited academic institution. Alternatively, a University degree in these fields with additional years of relevant professional experience is acceptable. Accredited institutions are those listed in the UNESCO World Higher Education Database.

Experience:
The position requires candidates to have a minimum of two years of relevant professional experience with a Master's degree or four years with a University degree. Experience should include working in transitional justice, reparations, rule of law, and access to justice, particularly in post-conflict or humanitarian contexts. Candidates should also have experience in project cycle management, including implementation, monitoring, reporting, and budget oversight, as well as liaising with governmental authorities and NGOs. Experience working with survivors and vulnerable groups is essential, and supervisory experience is a plus.

Languages:
Fluency in English is required for all IOM staff members, as it is one of the organization's official languages. For this specific position, proficiency in Arabic and Kurdish is considered an advantage. Language proficiency will be evaluated during the selection process, which may include written and/or oral assessments.
