Job Overview:
The Organizational Development Officer position is a seconded role within the Talent and Organizational Development Unit of the OSCE Secretariat's Department of Human Resources (DHR). This position is crucial for enhancing organizational agility and optimizing functional performance within the OSCE. The officer will work closely with the Chief of Talent and Organizational Development and will be responsible for designing and implementing structural and cultural initiatives that align the workforce with the OSCE's strategic mandates. The role requires proactive engagement with various stakeholders to develop cohesive organizational design frameworks and ensure effective change management processes are applied across the organization. The officer will also analyze findings from evaluations and audits to inform organizational development proposals, ensuring that changes are evidence-based and aligned with the OSCE's long-term strategic direction.

Duties and Responsibilities:
The Organizational Development Officer will engage and collaborate with relevant stakeholders to develop and implement organizational design frameworks. Key responsibilities include proposing and coordinating organizational development initiatives, analyzing findings from evaluations and audits, developing change management toolkits, supporting organization design projects, and advising OSCE executive structures on organizational development aspects. The officer will be expected to lead initiatives that promote a culture of change, adaptability, and results-based management, ensuring that all processes are effectively governed and consistently applied across the organization. This role also involves providing expert advice on organizational design and the implementation of change, thereby enhancing cross-functional collaboration and optimizing workflow.

Required Qualifications:
Candidates must possess a second-level university degree in public or business management, organizational development, human resources, behavioral or social sciences, economics, or a related field. A first-level university degree combined with two additional years of relevant experience will be accepted in lieu of the second-level degree. Recognized certification in organizational development, organization design, or change management is considered an asset. Additionally, candidates should have a minimum of five years of progressively responsible professional-level experience in organizational development, change management, or management consulting within various contexts, including private, public, or non-profit sectors. Strong communication skills and the ability to engage effectively with stakeholders, including senior-level interlocutors, are essential.

Educational Background:
The position requires a Master's Degree (second-level university degree or equivalent) in a relevant field such as public or business management, organizational development, human resources, or social sciences. A first-level university degree may be accepted if accompanied by additional relevant experience, demonstrating the candidate's capability in the field.

Experience:
Candidates should have a minimum of five years of progressively responsible professional-level experience in organizational development, change management, or management consulting. If the candidate holds a first-level degree, a total of seven years of relevant experience is required. Demonstrated experience in providing advisory services on organizational development initiatives and change management processes is crucial for this role.

Languages:
Excellent oral and written communication skills in English are mandatory. A working knowledge of another official OSCE language would be considered an asset, enhancing the candidate's ability to engage with diverse stakeholders within the organization.

This position is a fixed-term, full-time role under an international secondment contract.
