Job Overview: As a Senior ERP Applications Assistant (Developer) within the ICTS Functional Support Unit (FSU), you will play a crucial role in delivering enterprise resource planning (ERP) applications and services to all OSCE personnel across various field missions and institutions. Reporting to the Chief ICT, Functional Support, you will be responsible for designing, developing, and maintaining ERP applications using technologies such as Oracle Forms, Reports, and PL/SQL in both on-premises and cloud environments. Your work will ensure that the solutions developed meet performance, usability, and security requirements. You will translate business and functional specifications into scalable technical solutions using Oracle EBS and Fusion Cloud modules, and assist in integrating legacy systems with Oracle Cloud applications. Additionally, you will prepare and maintain system documentation, provide second- and third-level support, and collaborate closely with business analysts and functional leads to support application delivery. Your role will also involve sharing technical knowledge with junior developers and participating in project planning and review activities.
Duties and Responsibilities: Your primary duties and responsibilities will include:
Contributing to the design, development, and maintenance of ERP applications using Oracle Forms, Reports, PL/SQL, and other technologies.
Ensuring that developed solutions align with performance, usability, and security requirements.
Translating business and functional specifications into scalable technical solutions using Oracle EBS and Fusion Cloud modules.
Assisting in integrating legacy systems with Oracle Cloud applications through Oracle Integration Cloud (OIC) and web services (REST/SOAP).
Preparing and maintaining system documentation, user guides, and standard operating procedures (SOPs).
Providing second- and third-level support and participating in tasks such as annual password rotations for Oracle schemas.
Working closely with business analysts, functional leads, and ICT colleagues to support application delivery.
Sharing technical knowledge and supporting junior developers.
Actively participating in project planning and review activities. 1

Required Qualifications: To be considered for this position, you must have completed secondary education, supplemented by specialized training or formal studies in computer science. A first-level university degree in Computer Science, Information Systems, Software Engineering, or a related field is desirable. Relevant certifications such as PRINCE2, Oracle Certified Professional, Oracle Cloud Infrastructure, Agile/Scrum, and ITIL are also desirable. You should have a minimum of seven years of progressively responsible experience in ERP system development, including demonstrated experience with Oracle Forms and Reports, Oracle E-Business Suite, PL/SQL, and Oracle database technologies. Experience in integration development using REST/SOAP APIs and Oracle Integration Cloud is essential, along with hands-on experience with BI reporting tools and familiarity with Oracle APEX. A strong understanding of integration and modernization concepts, as well as familiarity with project management methodologies, is also required.
Educational Background: The educational background required for this position includes a completed secondary education, with specialized training or formal studies in computer science. Candidates with experience in international or public sector settings will be preferred.
Languages: Excellent oral and written communication skills in English are mandatory for this position. The ability to explain technical concepts to non-technical stakeholders and influence process owners is essential. While English is the primary language required, knowledge of additional languages may be considered an asset.
Additional Notes: The position is a full-time contracted role at the OSCE Secretariat in Vienna, with a monthly remuneration of around EUR 6,260, subject to social security deductions. OSCE salaries are exempt from taxation in Austria, and social benefits include participation in the Cigna medical insurance scheme and the OSCE Provident Fund. Appointments are typically made at Step 1 of the applicable OSCE salary scale, with the possibility of an initial appointment at up to Step 3 in exceptional cases.
