Job Overview:
The Supply Chain Management Assistant will be responsible for a variety of supply chain functions within the IOM mission projects. This role involves procurement, logistics, warehousing, and asset management, ensuring compliance with IOM policies and regulations. The successful candidate will work under the supervision of the National Resource Management Officer and the Senior Supply Chain Management Assistant, contributing to the efficient and effective management of resources. The position requires a proactive approach to problem-solving and the ability to coordinate with various stakeholders to ensure timely delivery of goods and services. The assistant will also be expected to maintain accurate records and reports related to supply chain activities, thereby supporting the overall mission objectives.

Duties and Responsibilities:
The duties of the Supply Chain Management Assistant include receiving and reviewing purchase requisitions, coordinating requests for quotations, and preparing procurement plans. The assistant will evaluate bids and proposals, manage vendor relationships, and ensure compliance with procurement regulations. In logistics, the role involves organizing daily dispatches, coordinating with transport providers, and maintaining accurate logistics documentation. The assistant will compile monthly reports on inventory and asset management, conduct regular inventory checks, and ensure safety standards are adhered to in the warehouse. Additionally, the assistant will track and maintain records of assets, initiate write-offs for damaged items, and support the overall management of the IOM Legazpi warehouse. Other duties may be assigned as necessary to support the supply chain operations.

Required Qualifications:
Candidates must possess excellent organizational skills, the ability to manage multiple tasks under time constraints, and a detail-oriented approach. Knowledge of supply management, logistics, and warehousing is essential. Proficiency in using SAP systems and MS Office applications, particularly Word and Excel, is required. The candidate should demonstrate a commitment to ethical standards and the ability to work collaboratively within a team environment. Strong communication skills are necessary to effectively convey complex information and foster teamwork.

Educational Background:
A university degree in Logistics and Supply Chain Management, Purchasing and Operations Management, Business Administration, or a related field from an accredited institution is required. Alternatively, a school diploma with five years of relevant professional experience may be accepted. Accredited universities are those listed in the UNESCO World Higher Education Database, ensuring that candidates have received a recognized education that meets international standards.

Experience:
Candidates should have at least three years of relevant professional experience in supply chain and logistics, material control, transport and distribution management, or inventory management. Experience working with UN agencies, NGOs, or multinational organizations is advantageous. Familiarity with procurement processes in international or government contexts is also beneficial. The candidate should have a proven track record of managing logistics and supply chain functions effectively, demonstrating the ability to navigate complex operational environments.

Languages:
Fluency in English and Tagalog is required, both oral and written. Knowledge of additional languages such as French or Spanish is considered an asset, as IOM operates in multiple languages. Language proficiency will be evaluated during the selection process, which may include written and oral assessments to ensure candidates meet the communication requirements of the role.

This position is subject to local recruitment, meaning only candidates with a valid residence and work permit for the Philippines will be considered. The appointment is contingent upon medical fitness certification and verification of residency and visa requirements. IOM has a zero-tolerance policy regarding misconduct and discrimination, ensuring a safe and respectful work environment. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment for 24 months.
