Job Overview: The IT Analyst position is crucial for the successful implementation of the Integrated National Health Laboratory Information System (SILNAS) project in Indonesia, which is funded by the Global Fund. This role requires a highly skilled and experienced individual who has a proven track record of working with the Ministry of Health (MOH) on health digitalization initiatives. The IT Analyst will provide technical leadership, architectural guidance, and hands-on expertise throughout the development and implementation phases of the SILNAS project. The successful candidate will work closely with various stakeholders, including the UNDP Heart cluster lead, FMTA Technical Analyst, National Project Directors, and the Technical team within the Data and Information Center of MOH. The primary objective is to ensure that SILNAS is developed based on the needs of the country, adhering to national strategic plans and regulations. The IT Analyst will also supervise the IT Assistant and IT Associate, fostering collaboration with program and operations units in the UNDP Country Office, technical advisors, government officials, and civil society to effectively implement the UNDP program.
Duties and Responsibilities: The IT Analyst will be responsible for a comprehensive set of duties, including:
System Architecture & Design: Designing and documenting the high-level and detailed technical architecture for SILNAS, including software, hardware, network, and data components. Defining technology stacks, frameworks, and platforms to ensure high availability, load balancing, and disaster recovery.
Software Development & Integration: Leading the development of core modules and functionalities of SILNAS, establishing coding standards, development methodologies (e.g., Agile/Scrum), and CI/CD pipelines. Overseeing the integration of SILNAS with legacy systems and external APIs to ensure data consistency and integrity.
Cybersecurity & Data Protection: Designing and implementing a comprehensive security" style="border-bottom: 1px dotted #007bff !important;">security framework, including identity and access management, data encryption, and network security controls. Conducting regular security assessments and ensuring compliance with national data privacy regulations.
Database & Data Management: Designing a robust and scalable database schema, developing strategies for data migration, warehousing, and business intelligence, and implementing data governance protocols.
Technical Leadership & Capacity Building: Leading and mentoring the project development team, conducting training sessions for government IT staff, and preparing comprehensive technical documentation.
Ensuring that human rights and gender equality are prioritized in all actions, with a focus on inclusivity and respect for diversity in all implementations.
Required Qualifications: Candidates must possess an advanced university degree (Master's degree) in IT, Computer Science, or related fields. Alternatively, a first-level university degree (Bachelor's degree) combined with an additional two years of qualifying experience will be considered. The position requires a minimum of two years of relevant professional experience with a Master's degree or four years with a Bachelor's degree in design, monitoring, and evaluation of development projects, as well as establishing inter-relationships among international organizations and national governments. Required skills include experience with project management tools (Jira, Azure DevOps) and software development methodologies (Agile/Scrum), as well as collaboration with government and civil society partners.
Educational Background: The educational background required for this position includes an advanced university degree (Master's degree) in Information Technology, Computer Science, or a related field. A first-level university degree (Bachelor's degree) in the aforementioned areas, combined with additional qualifying experience, will also be considered. This educational foundation is essential for understanding the complexities of IT systems and applications in the context of health digitalization.
Experience: The IT Analyst role requires a minimum of two years of relevant professional experience for candidates with a Master's degree, or four years for those with a Bachelor's degree. This experience should encompass design, monitoring, and evaluation of development projects, as well as establishing inter-relationships among international organizations and national governments.
