Job Overview: The IT Associate (Data Engineering) position is crucial for advancing the capabilities in managing and extracting insights from various datasets, particularly in the context of Indonesia's public health system. This role will support the development and implementation of an Integrated National Health Laboratory System (SILNAS), which aims to unify and digitalize laboratory data management across the nation. The incumbent will work closely with health terminologists and data engineers to ensure standardized data practices and will be involved in monitoring data integration pipelines, ensuring data quality, and supporting data migration efforts. The position requires a proactive approach to problem-solving and collaboration with various stakeholders, including the Ministry of Health and external vendors, to ensure the successful implementation of the SILNAS project.
Duties and Responsibilities: The duties and responsibilities of the IT Associate (Data Engineering) include:
Data Governance and Standardization: Supporting the development and implementation of data standards, collaborating with health terminologists and data engineers, and enforcing data validation rules.
Data Pipeline and Integration Management: Monitoring the development of data integration pipelines, working with vendors to ensure secure data exchange, and testing data flows for accuracy.
Data Migration and Lifecycle Management: Assisting in planning and testing data migration from legacy systems, and implementing data archiving policies.
Ensuring adherence to human rights and gender equality principles in all actions and implementations, and avoiding discriminatory behavior.
Performing other duties as necessary for the efficient functioning of the Office and the Organization.
Required Qualifications: The required qualifications for the IT Associate (Data Engineering) position include: - Secondary education with formal training in IT systems, business software, or web-based applications. - Certifications in CCNA, MSCA, MSCE, and/or MCP are considered an asset. - A university degree in Computer Science, IT Systems, Engineering, Mathematics, Statistics, or equivalent fields is preferred but not mandatory. - Advanced knowledge of spreadsheet and database packages, as well as experience in data management and analysis. - Proven experience in documentation management and report writing in both Bahasa Indonesia and English.
Educational Background: The educational background needed for this position includes a minimum of secondary education with formal training in IT systems, business software, or web-based applications. While a university degree in relevant fields is preferred, it is not a strict requirement. Certifications in networking and systems administration are advantageous.
Experience: The level of experience required for this position is a minimum of 6 years with secondary education or 3 years with a bachelor's degree in informatics technologies, data engineering, or a related field. Relevant experience in health data management, particularly within the Ministry of Health, is highly desirable. Familiarity with programming languages, cloud platforms, and database systems is also beneficial.
Languages: Fluency in Bahasa Indonesia and English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not required.
Additional Notes: This position is full-time and based in the Ministry of Health office, with potential travel to regional sites for data-related activities. The incumbent will work under the direct supervision of the IT Expert for SILNAS and will collaborate closely with various stakeholders, including the project team and external vendors.
