Job Overview:
The Administrative Manager will oversee the financial, administrative, and human resources management of the Gaza base. This role is critical in ensuring effective financial, budgetary, and accounting management, as well as the HR management of national staff and the implementation of national HR policies. The Administrative Manager will work closely with the Field Coordinator to ensure that HR configurations and financial management are efficient and impactful. Given the recent escalation of conflict in Gaza, the role requires adaptability to a rapidly changing operational environment and the ability to manage a team with limited humanitarian experience. The position is vital for building the capacity of the national team and enhancing the administrative structure and performance at the base.

Duties and Responsibilities:
The Administrative Manager will be responsible for a variety of tasks, including but not limited to: managing the financial operations of the Gaza base, ensuring compliance with legal and administrative requirements, overseeing the HR management of national staff, implementing national HR policies, and maintaining high-quality administrative processes. The role also involves building the capacity of the national team, enhancing the structure and performance of the administrative department, enforcing new policies and regulations, and ensuring efficient service delivery to the team. The manager will need to navigate the challenges posed by the operational environment, including high-intensity military activities and social tensions, while maintaining a focus on the well-being and safety of the staff.

Required Qualifications:
Candidates must possess strong technical skills in HR and finance management, particularly in challenging and remote areas. A solid command of SI tools such as BFU, SAGA, and HOMERE is essential. Experience in team management and capacity building is required, along with significant HR experience. Additionally, candidates should demonstrate strong organizational and management skills, adaptability, and the ability to work under pressure. Proactive initiative-taking and strong interpersonal and communication skills are also crucial for success in this role.

Educational Background:
A relevant educational background in finance, human resources, or a related field is required. Candidates should have formal qualifications that support their expertise in administrative and financial management, particularly within the humanitarian sector.

Experience:
Candidates should have a minimum of 3-4 years of experience in the humanitarian sector, with at least 3-4 years in a similar administrative management position. This experience should include managing HR and finance in challenging environments, demonstrating the ability to adapt to rapidly changing operational contexts.

Languages:
Fluency in English is mandatory, while proficiency in Arabic is considered a strong asset. The ability to communicate effectively in both languages will enhance the candidate's ability to manage diverse teams and engage with local stakeholders.

Additional Notes:
The position is a short-term contract with a desired start date of January 1, 2026, and a mission duration until August 14, 2026, involving three rotations. The role is based in Gaza, specifically in Deir-el-Balah, where Solidarités International has its office and guesthouse. The salary for this position starts from EUR 2,310 gross per month, which includes a base salary and an annual leave allowance. Additionally, a monthly per diem of USD 750 is provided, along with coverage for accommodation costs and travel expenses. Expatriates benefit from a comprehensive insurance package that covers healthcare expenses, including medical, surgical, dental, and repatriation costs. Living conditions in Deir-el-Balah have improved since the ceasefire, with basic food items available in the market, although prices may be high. The working environment remains stressful, but there are opportunities for socializing with other international staff within established security procedures.
