Job Overview:
The position of National Consultant on the Development of Draft Regulations on Brokerage and Dealer Activities involves providing expert advice and support in the formulation of regulations that govern brokerage and dealer activities within Turkmenistan. The consultant will be expected to analyze existing frameworks, identify gaps, and propose comprehensive regulations that align with international best practices. This role is crucial for enhancing the financial market's integrity and efficiency, ensuring compliance with legal standards, and fostering a conducive environment for investment and economic growth. The consultant will work closely with UNDP and local stakeholders to ensure that the regulations are practical, enforceable, and beneficial to the market participants.

Duties and Responsibilities:
The consultant will be responsible for conducting a thorough review of current brokerage and dealer activities in Turkmenistan, assessing the effectiveness of existing regulations, and identifying areas for improvement. Key responsibilities include:
  • Researching and analyzing international standards and best practices in brokerage and dealer regulations.
  • Engaging with stakeholders, including government agencies, financial institutions, and industry representatives, to gather insights and feedback.
  • Drafting comprehensive regulations that address identified gaps and align with international standards.
  • Facilitating workshops and discussions to present draft regulations and incorporate stakeholder feedback.
  • Preparing a final report summarizing the regulatory framework and recommendations for implementation.
  • Providing ongoing support and advice during the implementation phase of the regulations.

Required Qualifications:
Candidates must possess a strong background in finance, law, or a related field, with a deep understanding of brokerage and dealer activities. Proven experience in regulatory development, policy analysis, or financial market operations is essential. The ideal candidate should demonstrate excellent analytical skills, the ability to communicate complex concepts clearly, and experience working with government or international organizations. Strong interpersonal skills and the ability to work collaboratively with diverse stakeholders are also required.

Educational Background:
A minimum of a Master's degree in Finance, Law, Economics, or a related field is required. Additional certifications or training in financial regulation or compliance will be considered an asset. Candidates should have a solid understanding of the financial markets and regulatory frameworks, particularly in the context of Turkmenistan or similar economies.

Experience:
The position requires at least 5 years of relevant professional experience in financial regulation, policy development, or a related area. Experience working with international organizations, particularly in the context of regulatory frameworks, is highly desirable. Candidates should have a proven track record of successfully developing and implementing regulatory policies or frameworks in the financial sector.

Languages:
Fluency in English is mandatory, as all documentation and communication will be conducted in English. Proficiency in Russian or Turkmen is considered an asset, as it will facilitate communication with local stakeholders and enhance the consultant's effectiveness in the role.

  • The consultant will work on an individual contractor basis and is expected to submit proposals directly through the UNDP supplier portal. The position is not full-time, and the consultant will need to manage their time effectively to meet the project deadlines. Compensation will be based on the consultant's experience and the UNDP's established rates for similar positions.
