Job Overview:
The position involves developing, validating, and operationalizing Standard Operating Procedures (SOPs) for the Ministry of Interior's hotline related to Violence Against Women in Politics (VAWP). The consultant will be responsible for mapping current hotline processes, identifying gaps, and proposing improvements. The role requires drafting comprehensive SOPs that align with national laws and international standards, designing practical tools for hotline operators, and delivering training to ensure effective implementation of these SOPs. The consultant will work closely with the Governance and Participation in Public Life Programme Manager and will be expected to deliver high-quality outputs within set timelines.

Duties and Responsibilities:
1) Inception and Process Mapping: Review existing hotline workflows, conduct stakeholder consultations, and deliver an inception report outlining methodology and work plan. 2) Develop SOPs for VAWP Complaints: Define VAWP categories, establish intake protocols, create decision trees for risk grading, and formalize referral pathways. 3) Training Design and Delivery: Conduct a training needs assessment, develop a training curriculum, and deliver operator training, including pre- and post-tests. 4) Quality Assurance: Support the roll-out of SOPs, monitor implementation, and provide feedback to ensure compliance with established standards.

Required Qualifications:
The position requires a Master's degree in law, public policy, gender studies, human rights, social work, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Candidates must have a minimum of 7 years of progressive professional experience in VAWP, VAW, or GBV, including work on institutional mechanisms and complaint handling systems. Proven experience in developing SOPs and training design is essential, along with familiarity with national legal frameworks and inter-agency coordination.

Educational Background:
Candidates must possess a Master's degree in a relevant field such as law, public policy, gender studies, human rights, or social work. Alternatively, a first-level university degree with additional qualifying experience may be considered. The educational background should provide a strong foundation for understanding the complexities of gender-based violence and institutional mechanisms.

Experience:
The ideal candidate should have at least 7 years of relevant experience in the field of Violence Against Women in Politics, Gender-Based Violence, or related areas. Experience should include work on institutional mechanisms, complaint handling systems, and the development of operational tools. Familiarity with online VAWP and digital safety considerations is desirable, as is experience in training design and delivery for call-center or protection staff.

Languages:
Fluency in English and Arabic is mandatory for this position. Knowledge of French is considered an asset, enhancing communication capabilities in diverse contexts.

This is a home-based consultancy position. The consultant will be expected to deliver specific outputs by set deadlines, with a payment schedule linked to the completion of deliverables. The role requires strong research and drafting skills, effective communication, and the ability to work independently while adhering to UN Women’s values and competencies framework.
