Job Overview:
The position of Two National Consultants is crucial for supporting the design and implementation of the Sustainable Development Goals (SDG) Budget Tagging framework in Montenegro. This framework is intended to enhance the alignment of national budgets with the SDGs, ensuring that financial resources are allocated effectively to meet development goals. The consultants will work closely with government officials, stakeholders, and UNDP teams to facilitate the integration of SDG considerations into the budgeting process. This role requires a deep understanding of public finance management, SDG principles, and the ability to engage with various stakeholders to promote the importance of budget tagging for sustainable development. The consultants will be expected to provide technical expertise, conduct training sessions, and assist in the development of guidelines and tools for effective implementation of the framework.

Duties and Responsibilities:
The duties and responsibilities of the National Consultants include:
  • Conducting a comprehensive analysis of the current budgeting process in Montenegro to identify gaps and opportunities for integrating SDG considerations.
  • Developing a detailed implementation plan for the SDG Budget Tagging framework, including timelines, milestones, and key performance indicators.
  • Collaborating with government ministries and agencies to ensure their buy-in and participation in the budget tagging process.
  • Organizing and facilitating workshops and training sessions for government officials and stakeholders on the importance of SDG budget tagging and how to implement it effectively.
  • Creating user-friendly guidelines and tools to assist in the practical application of the SDG Budget Tagging framework.
  • Monitoring and evaluating the implementation of the framework, providing feedback and recommendations for improvement.
  • Reporting on progress and challenges encountered during the implementation process to UNDP and relevant stakeholders.

Required Qualifications:
Candidates must possess a strong background in public finance management, development economics, or a related field. They should have proven experience in budget analysis, policy development, and stakeholder engagement. Familiarity with the Sustainable Development Goals and their implications for national budgeting processes is essential. Additionally, candidates should demonstrate strong analytical and communication skills, with the ability to convey complex information clearly to diverse audiences. Experience working with government institutions and international organizations is highly desirable.

Educational Background:
A minimum of a Master's degree in Public Administration, Economics, Finance, Development Studies, or a related field is required. Candidates with additional certifications or training in public finance management or sustainable development will be given preference. A strong academic background that includes coursework related to budgeting, public policy, and development economics is essential for this position.

Experience:
Candidates should have at least 5 years of relevant professional experience in public finance management, budget analysis, or development consulting. Experience working on projects related to the Sustainable Development Goals or similar initiatives is highly advantageous. Proven track record of engaging with government officials and stakeholders in a collaborative manner is also required. Previous experience with UNDP or other international organizations will be considered a plus.

Languages:
Fluency in both English and Montenegrin is mandatory. Knowledge of additional languages, particularly those spoken in the region, will be considered an asset. The ability to communicate effectively in both written and spoken forms is crucial for this role, as the consultants will need to prepare reports, guidelines, and conduct training sessions.

Additional Notes:
The contract duration for this consultancy is from January 26, 2026, to July 31, 2026, encompassing a total of 40 consultancy days. This position is classified as an individual contractor role, and candidates should be prepared to work on a full-time basis during the assignment period. The consultants will be expected to submit their proposals directly through the UNDP supplier portal, and any inquiries regarding the tender must be communicated through the designated messaging functionality in the portal.
