Job Overview: The National Consultant will play a crucial role in supporting the costing of the National Action Plan (NAP) on Women Peace and Security (WPS) in Ethiopia. This position involves collaborating with an international consultant to ensure that the NAP is effectively costed, which is essential for its implementation and funding. The consultant will facilitate workshops, analyze government budgeting processes, and develop tools for data collection. The overarching goal is to ensure that the NAP is not only well-structured but also financially viable, allowing for the allocation of necessary resources to achieve its objectives. The consultant will work closely with UN Women and the Ministry of Women and Social Affairs (MoWSA) to align the NAP with the costing framework and to engage stakeholders in the budgeting process.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Ensuring alignment of the NAP log frame with the costing framework.
Preparing templates that outline outcomes, outputs, and activities from the NAP log frame prior to the workshop.
Analyzing government budgeting processes to identify potential alignments with the draft NAP on WPS.
Facilitating a three-day costing exercise with the National Technical Committee on NAP on WPS and drafting teams to prepare a costed NAP.
Conducting a one-day workshop with donors to discuss NAP costing and budgeting.
Developing a roadmap for the next steps, including a plan for presenting the NAP budget and seeking approval, as well as a fundraising strategy.
Creating quantitative and qualitative tools for data collection to develop the Costing Matrix.
Participating in and providing technical support during the validation meeting for the NAP Costing.
Finalizing the costing of the NAP on WPS in Ethiopia.
Required Qualifications: Candidates must possess a Master’s degree or equivalent in relevant fields such as Economics, Business Administration, Gender Studies, Peace and Security Studies, Social Sciences, or Sociology. A PhD is considered an added advantage. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should have a strong understanding of the Women, Peace and Security agenda and experience in costing and budgeting National Action Plans.
Educational Background: The educational requirements for this position include a Master’s degree or equivalent in fields related to economics, business administration, gender studies, peace and security studies, social sciences, or sociology. A PhD will be considered an asset. In cases where candidates hold a first-level university degree, they must also have two additional years of relevant experience to qualify for the position.
Experience: Candidates should have at least 7 years of experience working in areas related to Women, Peace and Security, gender, peace, security, and conflict. Prior experience in costing and budgeting National Action Plans is essential, and candidates must provide samples of previous work. A strong understanding of the WPS situation in Ethiopia, demonstrated through prior engagement in similar activities, is required. Experience in facilitating interactive workshops, particularly on costing and budgeting, is also necessary. The ideal candidate should possess creativity, strong organizational skills, and the ability to deliver results on time.
Languages: Fluency in English is mandatory for this position. Proficiency in Amharic is also highly desirable, as it will facilitate communication and engagement with local stakeholders and government officials.

The consultant is expected to conduct a maximum of two trips outside of Addis Ababa for the costing exercise and validation meeting. Preparation and follow-up meetings will be conducted virtually, and UN Women will handle logistical arrangements for the training and validation workshops. The consultant must be independent in terms of using office space, equipment, and other logistics, as UN Women facilities will not be available unless otherwise agreed.
