Job Overview:
The National Professional Officer (Safety and Security) position is crucial for ensuring the safety and security of FAO personnel and operations in Islamabad, Pakistan. This role involves providing operational support and advice to the FAO Representative on safety and security matters, ensuring compliance with the United Nations Security Management System (UNSMS) guidelines and policies. The officer will be responsible for monitoring the security situation in the country, conducting security assessments, and implementing security measures to protect FAO's assets and personnel. The position requires close collaboration with the Field Security Unit at headquarters and coordination with national security agencies. The officer will also be involved in training personnel on safety and security procedures and preparing contingency plans for emergencies.

Duties and Responsibilities:
The duties and responsibilities of the National Professional Officer (Safety and Security) include:
  • Advising the FAO Representative on maintaining the safety and security of personnel, premises, and assets in line with UNSMS and FAO security management policies.
  • Monitoring and implementing technical security measures as outlined in the Area Security Plan and Security Risk Management documents.
  • Conducting security risk assessments and providing independent analysis of emerging security threats.
  • Preparing periodic situation reports and ensuring up-to-date security information is maintained.
  • Developing and implementing contingency plans and standard operating procedures for security.
  • Conducting training and briefings on safety and security procedures for FAO personnel.
  • Reporting security incidents and assisting in periodic security assessments of FAO premises.
  • Supporting the selection and procurement of security equipment and ensuring participation in UN Security Management Team meetings.
  • Undertaking missions to assess local security conditions and advising personnel on potential security issues. 1
  • Supporting the management of security equipment and personnel, including training and performance evaluation of security contractors.

Required Qualifications:
Candidates must be nationals of Pakistan and possess an advanced university degree (Master’s degree or equivalent) in risk or emergency management, social/political science, military science, public administration, law enforcement, law, or a related area. They should have at least one year of relevant professional experience in risk management and/or safety and security service in a national security and/or military setting. Proficiency in English and the local language is required, with a working knowledge (level C) being mandatory.

Educational Background:
The educational background required for this position includes an advanced university degree (Master’s degree or equivalent) in fields related to risk management, emergency management, social or political sciences, military science, public administration, law enforcement, or law. This educational foundation is essential for understanding the complexities of safety and security in a national context and for effectively managing risks associated with FAO operations.

Experience:
The position requires candidates to have at least one year of relevant professional experience in risk management and/or safety and security service, particularly in a national security and/or military setting. This experience should demonstrate the candidate's ability to assess security risks, implement safety measures, and provide guidance on security protocols in a complex operational environment.

Languages:
Candidates must have a working knowledge (proficiency - level C) of English and the local language. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration with diverse teams and stakeholders.

Additional Notes:
This position is based in Islamabad, Pakistan, and is a full-time role. The National Professional Officer (Safety and Security) will be expected to engage with various stakeholders, including national security agencies and the United Nations Department of Safety and Security. The role may involve travel to program sites to assess security conditions and provide recommendations.
