Job Overview:
The UN Volunteer Emergency Officer position is crucial for supporting UNICEF's emergency response efforts in Tanganyika Province, DRC. The incumbent will work under the direct supervision of the Chief of Field Office in Kalemie and will play a key role in the management and implementation of the UNICEF Rapid Response (UniRR) program. This role involves collaborating with various partners to ensure effective program delivery, monitoring progress through log frame indicators, and providing technical advice to field teams. The Emergency Officer will also be responsible for conducting needs assessments, coordinating emergency responses, and ensuring that UNICEF's presence is established during crises. The position requires a proactive approach to problem-solving and the ability to adapt to rapidly changing situations in a challenging environment. The Emergency Officer will contribute to the development of emergency preparedness plans and will be expected to provide feedback and analysis to improve program effectiveness.

Duties and Responsibilities:
  • Support the implementation of the UniRR program in Tanganyika by collaborating with implementation partners and ensuring capacity building in context analysis.
  • Provide technical advice to field teams and partners for the implementation of UniRR core activities.
  • Monitor the progress of implementation through analysis of log frame indicators.
  • Assist partners in post-intervention monitoring activities and in the communication of the program.
  • Oversee the UniRR information system, ensuring accurate data management.
  • Participate in coordination efforts between WFP and UNICEF to ensure complementary assistance.
  • Engage in humanitarian response coordination platforms as directed by the emergency section manager.
  • Prepare documentation and recommendations for effective implementation of core activities, considering security" style="border-bottom: 1px dotted #007bff !important;">security levels.
  • Conduct field visits during evaluations and interventions to support partners and complete context analysis. 1
  • Lead and coordinate preparation and response plans for potential crises in collaboration with other UNICEF sections. 1
  • Identify problems and constraints to ensure effective project delivery and communicate observations to the emergency specialist. 1
  • Provide feedback on emergency responses to enhance program quality. 1
  • Ensure timely dispatch of supplies to hubs without interruption. 1
  • Collaborate with sections on post-emergency activities, validating plans with concerned managers. 1
  • Analyze and propose strategic solutions for emergency response implementation and provide contextual analysis on emergencies in the province.

Required Qualifications:
Candidates must possess strong analytical skills, excellent communication abilities, and a commitment to UNICEF's mission. They should demonstrate a high level of integrity and ethical standards, as well as the ability to work collaboratively in a multicultural environment. The position requires flexibility and adaptability to work in challenging conditions, as well as a proactive approach to problem-solving. Educational Background:
A bachelor's degree in social sciences, international relations, public health, or a related field is required. A master's degree in a relevant discipline is preferred and may be considered an asset. Candidates should have a strong understanding of humanitarian principles and child rights, as well as familiarity with emergency response frameworks and strategies.

Experience:
The position requires a minimum of 2 years of professional experience in emergency response, humanitarian assistance, or related fields. Experience working with international organizations, particularly in complex emergency settings, is highly desirable. Candidates should demonstrate a track record of successful project management and coordination in challenging environments, as well as experience in capacity building and training.

Languages:
Fluency in English is mandatory, while proficiency in French is highly desirable. Knowledge of local languages spoken in Tanganyika Province would be an asset and could enhance communication with local communities and partners.

Additional Notes:
This position is a full-time role based in Kalemie, DRC, and may require travel to field sites with basic living conditions. The UNICEF office in Kalemie has a diverse staff of approximately 28 individuals, including permanent and temporary staff, consultants, and volunteers. The working environment is multicultural and promotes integration and learning. Candidates should be prepared for the complexities of living and working in the DRC, which may involve physical hardship and limited comfort.
