Job Overview: The position of International Consultant for Costing the National Action Plan on Women Peace and Security involves supporting the Ethiopian government in finalizing its National Action Plan (NAP) on Women Peace and Security (WPS). The consultant will work closely with the Ministry of Women and Social Affairs (MoWSA) and the National Technical Committee to ensure that the NAP is properly costed and budgeted. This role is critical in promoting gender equality and strengthening the participation of women in conflict prevention, peace processes, and peacebuilding efforts. The consultant will facilitate workshops, develop costing frameworks, and create roadmaps for presenting the NAP budget to stakeholders. The consultant's work will help ensure that the NAP is actionable, transparent, and adequately funded, thereby enhancing the implementation of the WPS agenda in Ethiopia.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Ensuring alignment of the NAP log frame with the costing framework.
Preparing a template that includes outcomes, outputs, and activities from the NAP log frame prior to the workshop.
Analyzing government budgeting processes and aligning them with the draft Ethiopia NAP on WPS.
Facilitating a three-day costing exercise with the National Technical Committee and costing drafting teams to prepare a costed NAP.
Conducting a one-day workshop with donors on NAP costing and budgeting.
Developing a roadmap for the next steps, including a plan for presenting the NAP budget and seeking approval, as well as a fundraising strategy.
Creating quantitative and qualitative tools and templates for the Costing Matrix to be used by parties responsible for NAP implementation.
Participating in and providing technical support for the validation meeting for the Ethiopia NAP Costing.
Finalizing the costing of the NAP on WPS in Ethiopia.
Required Qualifications: Candidates must possess a Master's degree or equivalent in gender/women's studies, peace and security studies, peace and development, human rights, social sciences, sociology, or related fields. A PhD is preferred, and a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. Additionally, candidates should have a strong understanding of the Women, Peace and Security (WPS) situation in Ethiopia, demonstrated through prior engagement in similar activities. They must also have proven networking skills, the ability to communicate effectively, and a strong drive for results.
Educational Background: A Master's degree or equivalent in gender/women's studies, peace and security studies, peace and development, human rights, social sciences, sociology, or related fields is required. A PhD will be considered an asset. In cases where candidates have a first-level university degree, two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience: Candidates should have at least 7 years of experience working in areas related to Women, Peace and Security, gender, peace, security, and conflict. Prior experience in costing and budgeting National Action Plans on WPS is essential, and samples of previous work will be required. The ideal candidate should also have technical expertise and a strong understanding of the national peacebuilding architecture in Ethiopia, as well as experience in facilitating interactive workshops, particularly on costing and budgeting.
Languages: Fluency in English is required for this position. Proficiency in additional languages may be considered an asset, but English is mandatory for effective communication and reporting.
Additional Notes: The assignment will be carried out by one international and one national consultant. The consultant is expected to be independent in terms of using office space, equipment, utilities, and other logistics, as UN Women facilities will not be available unless otherwise agreed. The position may involve a combination of remote work and in-person workshops, and the consultant will be expected to adhere to UN Women’s policies and procedures, including undergoing rigorous reference and background checks.
