Job Overview:
The Consultant for Gender-Responsive Foreign Policy will play a pivotal role in advancing Liberia's Gender-Responsive Foreign Policy (GRFP) Roadmap. This position requires high-level coordination and technical leadership to ensure the effective operationalization of the GRFP. The consultant will work closely with various stakeholders, including the Ministry of Foreign Affairs, the Ministry of Gender, Children and Social Protection, and civil society organizations, to facilitate consultations and ensure that the GRFP aligns with Liberia's Foreign Policy Framework and international standards. The role involves strategic coordination of the GRFP implementation, providing technical support for institutional strengthening, and leading communication and advocacy efforts to promote gender-responsive practices within Liberia's diplomatic engagements.

Duties and Responsibilities:
The consultant will be responsible for several key tasks: 1) Providing technical leadership for the development and adoption of Liberia's Gender-Responsive Foreign Policy, including expert guidance during drafting and consultations. 2) Coordinating the implementation of the GRFP Roadmap across its five components, ensuring coherence and alignment with national and global commitments. 3) Supporting the establishment and sustainability of the Women in Diplomacy Network, integrating gender-responsive practices within Liberia's foreign missions. 4) Leading strategic communication and advocacy efforts, including the development of branding and visibility tools for the GRFP. 5) Engaging in regional normative platforms to elevate Liberia's leadership in gender-responsive diplomacy. Deliverables include a drafted GRFP, established implementation mechanisms, and launched Women in Diplomacy Network.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in fields such as International Relations, Development Studies, or Gender Studies. A first-level university degree combined with two additional years of qualifying experience may be accepted. Additionally, candidates should have at least 5 years of progressively responsible experience in organizational development, international relations, or governance, with a strong track record in providing technical advisory services to government institutions and supporting policy development related to gender mainstreaming and diplomacy.

Educational Background:
An advanced university degree in relevant fields is required, with a first-level university degree acceptable if accompanied by additional qualifying experience. This educational background is essential for understanding the complexities of international relations and gender issues, which are critical for the role.

Experience:
The position requires a minimum of 5 years of relevant experience, particularly in organizational development, governance, or international relations. Candidates should have demonstrated experience in policy development and implementation, especially in gender mainstreaming and diplomacy. Familiarity with foreign policy processes and multi-stakeholder coordination is also essential, as is experience in designing and facilitating capacity-building workshops.

Languages:
Fluency in English is mandatory for this position. Knowledge of any other UN official language is considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and contribute to international dialogues.
