Job Overview:
The consultancy aims to enhance the capacity of local civil society organizations, community leaders, and program staff in Liberia through a Training of Trainers (ToT) on the SASA! methodology. This initiative is part of the Liberia Spotlight Initiative 2.0, which is a multi-year program funded by the European Union to eliminate all forms of violence against women and girls (VAWG). The SASA! methodology is an evidence-based model designed to engage communities in critically examining power dynamics and fostering positive behavioral change to prevent violence and advance women's rights. The consultant will lead the ToT program, equipping selected stakeholders with the necessary knowledge and practical skills to implement and cascade the SASA! approach effectively, ensuring long-term impact and fostering local ownership. The role also involves supporting the integration of the SASA! approach into existing community-based violence prevention programs and promoting collaboration among various stakeholders.

Duties and Responsibilities:
The consultant will be responsible for several key tasks, including:
  • Methodological Planning and Inception Reporting: Develop a comprehensive methodological approach and submit an Inception Report outlining the consultancy’s strategy, timeline, and expected deliverables.
  • Curriculum Adaptation and Training Materials Development: Review and adapt existing SASA! training materials to fit Liberia’s cultural context, develop a tailored ToT manual, and create assessment tools to evaluate participants’ knowledge and learning outcomes.
  • Training Delivery: Design and deliver a culturally responsive ToT program, facilitating workshops that cover all phases of the SASA! approach using participatory methodologies.
  • Post-Training Support and Mentorship: Administer post-training assessments, provide ongoing mentorship, and develop monitoring and evaluation tools to track the impact of the training.
  • Reporting: Submit various reports, including an Inception Report, training report, and a final comprehensive report capturing the training process and recommendations for sustainability.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Public Health, International Development, or a related field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming is required. Candidates should have a proven track record in designing and facilitating ToT workshops using participatory methodologies, experience working with community-based organizations, and the ability to develop training manuals and evaluation tools for adult learners. Certification as a Technical Support Provider or Master Trainer for the SASA! methodology is highly desirable.

Educational Background:
An advanced university degree (Master’s or equivalent) in relevant fields such as Social Sciences, Gender Studies, Public Health, or International Development is required. Alternatively, a first-level university degree with additional qualifying experience may be accepted.

Experience:
Candidates should have a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming. They should also have at least five years of experience in designing and facilitating Training of Trainers workshops, preferably in contexts similar to Liberia.

Languages:
Fluency in English is required for this position. Proficiency in additional local languages may be beneficial but is not mandatory.

  • The consultant's performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payments will be disbursed based on a deliverable-based arrangement aligned with the expected deliverables outlined in the Terms of Reference.
