Job Overview: The National Coordination and Partnerships Consultant will play a crucial role in strengthening UN Women Liberia's capacity for coordination, normative engagement, and partnerships during the initial phase of the Strategic Note (2026-2030) implementation. This position involves supporting Liberia's alignment with international gender equality norms, operationalizing gender coordination mechanisms, and developing a Resource Mobilization and Partnerships Strategy. The consultant will work closely with various stakeholders, including government counterparts, development partners, and civil society organizations, to ensure effective implementation of gender equality initiatives and reinforce UN Women's leadership within the national gender equality architecture.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Supporting Liberia's engagement in the 70th Session of the Commission on the Status of Women (CSW70) by preparing technical briefs and coordination inputs.
Implementing the Beijing+30 Action Agenda Roadmap and tracking priority actions.
Assisting the Government of Liberia in advancing CEDAW Concluding Observations.
Leading the operationalization of the UNCT-SWAP Gender Equality Scorecard Action Plan by creating a sequenced implementation roadmap.
Facilitating knowledge-sharing among UNCT members and providing technical support for joint UN planning processes.
Developing and finalizing the Resource Mobilization and Partnerships Strategy.
Coordinating the Gender Partners Coordination Group and ensuring effective engagement with the UN Women Civil Society Advisory Group (CSAG).
Delivering donor-ready products and maintaining accurate records of partnership actions in the LEADS system.
Preparing analytical briefs for the Country Representative on gender priorities and supporting the development of work plans for the UNCT Gender Theme Group and CSAG.
Required Qualifications: Candidates must possess a Master's degree (or equivalent) in international development, public administration, public policy, or a relevant social science field. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of an advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is considered an advantage. Candidates should have at least 5 years of progressively responsible experience in inter-agency coordination, strategic programme planning, and resource mobilization, along with experience working with civil society organizations and international institutions. Experience in gender equality and women's empowerment is essential, and familiarity with the UN system is desirable.
Educational Background: The educational requirement for this position includes a Master's degree in a relevant field such as international development or public policy. Alternatively, a first-level university degree with additional qualifying experience may be accepted. A project management certification is a plus, indicating a strong foundation in managing complex projects effectively.
Experience: The position requires a minimum of 5 years of relevant experience, particularly in inter-agency coordination and strategic planning processes. Candidates should have a proven track record of working with civil society organizations and international donors, as well as experience in gender equality initiatives. Familiarity with the UN system and experience in developing countries is desirable, highlighting the need for candidates to navigate complex institutional environments effectively.
Languages: Fluency in English is mandatory for this position, ensuring effective communication and collaboration with diverse stakeholders. Proficiency in additional languages may be beneficial but is not explicitly required.
