Job Overview:
The director" style="border-bottom: 1px dotted #007bff !important;">Technical Director will play a crucial role in providing technical leadership and oversight for the ACHIEVE Liberia project, which is funded by the U.S. Department of State and implemented by Pact. This project aims to address maternal and child health (MCH) gaps in Liberia by improving the quality of care, access to services, data systems, and human resources for MCH services. The Technical Director will ensure that all project technical activities are executed with quality, timeliness, and efficiency, covering various aspects such as clinical services, community support services, health systems, and the sustainable transition of responsibilities to the Government of Liberia. The role requires collaboration with various stakeholders, including the Ministry of Health, to enhance health workforce capacity and improve health outcomes for mothers and children.

Duties and Responsibilities:
The Technical Director will be responsible for providing technical leadership in the design, coordination, and supervision of approaches aimed at strengthening high-quality MCH services at multiple levels, including community, facility, local government, and national government. Key responsibilities include:
  • In-service capacity building for frontline health workers in MCH, including Emergency Obstetric and Newborn Care (EmONC), Emergency Management of Obstetric and Newborn Complications (E-MOTIVE), and Integrated Management of Childhood Illness (IMCI).
  • Expanding MCH service delivery and increasing the uptake of facility services through integrated outreach platforms and strengthened community structures.
  • Procurement of necessary commodities and/or equipment for MCH services.
  • Providing technical assistance to the government to create, update, and roll out MCH training guidance, toolkits, Standard Operating Procedures (SOPs), and job aids.
  • Ensuring collaboration and coordination with the Ministry of Health and other key stakeholders, adhering to internationally endorsed guidance and standards.
  • Monitoring the implementation of activities to ensure timely completion of objectives and targets.
  • Coordinating closely with technical, Monitoring, Evaluation, and Learning (MEL), and finance/operations/admin staff to meet project goals and reporting requirements.
  • Overseeing the development of project technical deliverables such as workplans, reports, and guidance documents.
  • Representing ACHIEVE/Liberia in technical working groups and meetings. 1
  • Providing supportive supervision to designated staff members and working closely with various stakeholders to identify and disseminate best practices. 1
  • Complying with all company policies and procedures, including completing compliance training by the deadline.

Required Qualifications:
The position requires a Master's degree and at least 9 years of relevant experience or an equivalent combination of education and experience, including a minimum of 5 years of management experience. A graduate degree or higher in medicine (MD/DO), nursing, or another clinical specialty is essential. Additionally, a minimum of 6 years of progressive leadership experience in clinical services, health administration, or program management for large-scale international development assistance programs is required.

Educational Background:
