Job Overview:
The Human Resources (HR) Officer position is a critical role within Pact, reporting directly to the Finance & Ops Director. This position is primarily focused on supporting the ACHIEVE Liberia MNCH activity, which is part of a larger global project funded by the U.S. Department of State. The project aims to address maternal and child health gaps in Liberia, supporting the government in improving health outcomes and ensuring access to essential health services. The HR Officer will be responsible for various core HR functions, including recruitment, payroll administration, and compliance with both Pact's HR policies and Liberian labor laws. This role is essential for ensuring that the organization can effectively manage its human resources to support its mission and objectives.

Duties and Responsibilities:
The HR Officer will undertake a variety of key responsibilities, including but not limited to: recruitment and selection of staff, which involves drafting job advertisements, screening applicants, shortlisting candidates, coordinating interviews, and compiling interview reports; preparing offer letters, contracts, organograms, job descriptions, and leave and skills reports; administering payroll, which includes capturing payroll inputs on the Payroll System and managing employee benefits such as Medical Aid, Provident Fund, and Education Allowances; maintaining an organized filing system for employee records and ensuring compliance with HR policies and Liberian legislation; planning for performance reviews in collaboration with supervisors and following through on staff development plans; maintaining databases in compliance with Pact DC requirements; and working closely with the Director of Finance and Operations to meet compliance obligations.

Required Qualifications:
Candidates must possess a Master’s degree with at least 5 years of relevant experience, or an equivalent combination of education and experience. Alternatively, a Bachelor’s degree or National Diploma in Human Resources Management or a related field, along with a Certificate in Human Resources and at least seven years of relevant HR experience, will be considered. A minimum of five years of progressive work experience in HR administration is required, along with previous experience working with an NGO or international development organization funded by the U.S. government. Candidates should have demonstrated experience in payroll administration and familiarity with payroll systems, as well as a solid understanding of Liberian labor laws and HR legislation.

Educational Background:
The educational background required for this position includes a Master’s degree in Human Resources Management or a related field, or a Bachelor’s degree or National Diploma in Human Resources Management. A Certificate in Human Resources is also acceptable, particularly when combined with extensive relevant experience in the field.

Experience:
The position requires a minimum of five years of progressive work experience in HR administration. Candidates should have prior experience working with NGOs or international development organizations, particularly those funded by the U.S. government. Demonstrated experience in payroll administration and the use of payroll systems is essential, as is a strong understanding of Liberian labor laws and HR legislation.

Languages:
Fluency in English, both written and spoken, is mandatory for this position. Candidates must be able to communicate effectively in English, as it is the primary language of operation within the organization. Additional language skills may be considered an asset but are not explicitly required.

Additional Notes:
The HR Officer position is likely to be a full-time role, and candidates must be Liberian nationals or have legal authorization to work in Liberia.
