Job Overview: The Representative leads a country office team in the design and implementation of a comprehensive population and development and sexual and reproductive health country programme. This role involves establishing alliances and partnerships with various stakeholders, including governments, UN agencies, civil society, and the private sector, to realize the 2030 Agenda. The Representative is responsible for the effective management of the Country Programme, ensuring that sexual and reproductive health and rights are integrated into the national development agenda. The position requires strong leadership skills to engage with national counterparts and advocate for the organization's mandate, especially in emergency settings. The ultimate accountability lies with the most vulnerable populations, ensuring that their rights and needs are prioritized in all programming efforts.
Duties and Responsibilities:
Strategic Direction, Planning, and Management: Lead the positioning of UNFPA on strategic issues in the country based on global, regional, and national policies. Build institutional relationships with government counterparts, civil society, and the private sector to galvanize support for UNFPA’s mandate. Promote UNFPA’s role in the national development agenda and establish priorities for the Country Office in line with corporate priorities. Develop a strategic plan for humanitarian and preparedness actions in-country.
Management of Resources: Manage international and national staff, providing direction and motivation while fostering a culture of growth and development. Attract and retain high-caliber staff, set performance standards, and drive the formulation of a resource mobilization strategy. Ensure the safety and security" style="border-bottom: 1px dotted #007bff !important;">security of staff by complying with security standards.
Programme Leadership and Representation: Advise senior management on country-level issues and provide leadership in policy dialogue and programme execution. Engage national counterparts through effective advocacy and represent UNFPA within the UN Country Team and Humanitarian Team. Drive accountability for humanitarian response plans and contribute to achieving common results in the UN Development Assistance Framework.
Required Qualifications: Candidates must possess a postgraduate university degree in disciplines such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or related fields. They should have a strong understanding of population and development issues, sexual and reproductive health, and their integration into the development and humanitarian agenda. Proven leadership skills and the ability to achieve high-quality results are essential, along with experience in advocacy and policy dialogue at both national and international levels. Candidates should also have experience in media and communication with partners, as well as a commitment to the principles of the United Nations.
Educational Background: A postgraduate university degree in relevant fields such as Public Health, Medicine, Sociology, Demography, Gender, International Relations, International Development, Economics, Public Administration, Management, or other related areas is required for this position. This educational background is crucial for understanding the complexities of population and development issues and for effectively leading the Country Programme.
Experience: Candidates should have at least 15 years of increasingly responsible professional experience in public administration and international development, with a minimum of 10 years specifically in the fields of population and development, sexual and reproductive health, or humanitarian work at the international level. Field experience is essential, particularly in developing, humanitarian, or crisis contexts. The ability to lead teams and achieve demonstrable results is critical, as is experience in advocacy and policy dialogue.
Languages: Fluency in English is mandatory for this position. Proficiency in any other UN language is considered desirable and may enhance a candidate's profile.
