Job Overview: The position involves leading a Training of Trainers (ToT) program for the SASA! Together methodology, aimed at enhancing the capacity of local civil society organizations, community leaders, and program staff in Liberia. The consultant will be responsible for developing a comprehensive methodological approach, contextualizing training materials, and delivering training sessions tailored to the Liberian context. The SASA! Together methodology is an evidence-based model designed to engage communities in critically examining power dynamics and fostering positive behavioral change to prevent violence and advance women's rights. The consultant will work closely with various stakeholders, including UN agencies, government institutions, and civil society organizations, to ensure effective implementation and sustainability of the training program. The overarching goal is to build a national pool of SASA! trainers who can continue to mentor and cascade the approach beyond the life of the program, thereby contributing to the long-term sustainability of violence prevention efforts in Liberia.
Duties and Responsibilities: The consultant will be responsible for several key tasks, including:
Methodological Planning and Inception Reporting: Develop a comprehensive methodological approach and submit an inception report outlining the consultancy’s strategy, timeline, and detailed work plan.
Contextualization of Curriculum and Training Materials: Review and adapt existing SASA! Together training materials to reflect Liberia’s cultural and social context for each phase of the training.
Training Delivery: Deliver ToT programs for each phase (Start, Awareness, Support, Action) of the SASA! Together methodology, tailored to the Liberian context, and administer post-training assessments to measure knowledge retention and skill acquisition.
Post-Training Support and Mentorship: Provide ongoing mentorship and remote technical support to trained facilitators as they implement the SASA! Together methodology in their communities.
Monitoring and Evaluation: Support the utilization of monitoring and evaluation tools to track cascading activities and assess impact.
Final Reporting: Provide a comprehensive report on the implementation of the SASA! Together methodology across all four phases, capturing key lessons and impact, with a focus on sustainability.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Public Health, International Development, or a related field. A bachelor’s degree combined with additional qualifying experience may be accepted in lieu of a master’s degree. The position requires a minimum of 5 years of relevant experience in gender-based violence (GBV) prevention, community mobilization, or social norm change programming. Candidates should have a proven track record in designing and facilitating Training of Trainers (ToT) workshops using participatory methodologies such as SASA!, as well as experience working with community-based organizations, women’s rights groups, youth networks, and local government structures, preferably in Liberia or similar contexts. Experience in developing training manuals, facilitation guides, and evaluation tools for adult learners is also essential. Certification as a Technical Support Provider or Master Trainer for the SASA! methodology by Raising Voices is highly desirable.
Educational Background: An advanced university degree (Master’s or equivalent) in relevant fields such as Social Sciences, Gender Studies, Public Health, or International Development is required. A bachelor’s degree with additional qualifying experience may be accepted in lieu of a master’s degree, indicating flexibility in educational requirements based on professional experience.
Experience: The consultant should have a minimum of 5 years of relevant experience in the field of gender-based violence prevention, community mobilization, or social norm change programming. This experience should include a proven track record in designing and facilitating Training of Trainers (ToT) workshops, particularly using participatory methodologies like SASA!. Additionally, experience working with community-based organizations and local government structures is crucial, ideally within the context of Liberia or similar environments.
Languages: Fluency in English is required for this position, as it is essential for effective communication and training delivery. Proficiency in additional local languages may be considered an asset, enhancing the consultant's ability to engage with diverse community stakeholders.

The consultant's performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables. Payments will be disbursed based on a deliverable-based arrangement aligned with the expected deliverables outlined in the Terms of Reference (ToR).
