Job Overview: The Maternal and Child Health (MCH) Advisor position is crucial for the successful implementation of the MCH technical components of the ACHIEVE Liberia project, which is funded by the U.S. Department of State and implemented by Pact. This role involves working closely with the director" style="border-bottom: 1px dotted #007bff !important;">Technical Director and the technical team to address maternal and child health gaps in Liberia. The MCH Advisor will lead efforts to improve the quality of care, access to services, and the overall health outcomes for mothers and children. The position requires overseeing county-level MCH activities, supervising county-based MCH officers, and ensuring that all MCH-related activities are executed with quality, timeliness, and efficiency. The MCH Advisor will also be responsible for developing MCH implementation plans, tools, and training materials, as well as representing the ACHIEVE project in various technical working groups and meetings.
Duties and Responsibilities: The MCH Advisor will have a comprehensive set of responsibilities, including:
Providing technical leadership in the design, coordination, and supervision of project activities aimed at strengthening high-quality, integrated MCH services at the facility level.
Leading the delivery of project activities designed to improve emergency obstetric and newborn care and reduce maternal and newborn mortality.
Overseeing capacity strengthening for county health teams, district health teams, and frontline health workers in MCH.
Conducting rapid assessments to identify and address gaps in MCH related to procurement, management of commodities and supplies, and the health workforce.
Ensuring collaboration and coordination with government and other key stakeholders to improve the quality, coordination, and monitoring of MCH activities.
Monitoring the implementation of MCH activities to ensure timely completion of objectives and targets.
Supervising county-based MCH Officers and providing them with technical mentoring, guidance, training, and supportive supervision.
Overseeing the development of the project’s MCH implementation plans, tools, SOPs, and training materials.
Developing MCH components of project technical deliverables such as workplans, reports, and presentations. 1
Supporting the Technical Director in rolling out new or updated central-level MOH guidance, trainings, tools, job aids, and SOPs. 1
Using data to inform and improve decision-making on MCH interventions and project adjustments, particularly for improving quality of care. 1
Representing ACHIEVE in MCH-related technical working groups and in planning, coordination, and performance review meetings. 1
Performing all other duties as assigned.
Required Qualifications: The position requires a Bachelor’s degree and a minimum of 8 years of relevant experience or an equivalent combination of education and experience, including at least 4 years of management experience. Candidates must have a Bachelor’s Degree in Midwifery, Public Health, Health Management, or a relevant health field. Those with advanced Post-Graduate training in Public Health will have an added advantage. Additionally, candidates should have at least 4 years of experience delivering, overseeing, and providing technical assistance in maternal and child health, with experience working at both health facility and county or national levels. A deep familiarity and technical understanding of MCH interventions across the continuum of ANC, delivery, and PNC services is essential, as well as experience in providing technical assistance, capacity strengthening, supportive supervision, and performance monitoring in MCH. Candidates should demonstrate experience in leading successful teams, achieving deliverables on time and within budget, and interacting effectively with a broad range of stakeholders. Strong analytical, presentation, communication, and reporting skills are also required, along with proficiency in word processing, spreadsheets, databases, and presentations. The ability to work independently, exhibit good leadership skills, and work with people from diverse backgrounds is crucial. Excellent written and spoken English is mandatory, and the ability to travel throughout Liberia is necessary.
Educational Background: Candidates must possess a Bachelor’s degree in a relevant field such as Midwifery, Public Health, Health Management, or a related health discipline. A graduate degree or higher in public health, international development, or relevant fields such as health system management, social administration, or social sciences is preferred and will be considered an advantage.
Experience: The position requires a significant level of experience, specifically a minimum of 8 years in relevant fields, with at least 4 years in management roles.
