Job Overview: The position involves leading a Training of Trainers (ToT) program focused on the SASA! methodology, which is an evidence-based model designed to engage communities in critically examining power dynamics and fostering positive behavioral change to prevent violence and advance women’s rights. The consultant will be responsible for enhancing the capacity of local civil society organizations, community leaders, and program staff in Liberia. This initiative aims to establish a cohort of skilled facilitators equipped to implement and scale the SASA! approach within and beyond the Liberia Spotlight Initiative 2.0 target communities. The consultant will work closely with UN Women and other stakeholders to ensure the effective implementation of the SASA! methodology, contributing to the long-term sustainability of violence prevention efforts in Liberia.
Duties and Responsibilities: The consultant will undertake several key responsibilities, including:
Methodological Planning and Inception Reporting: Develop a comprehensive methodological approach outlining the consultancy’s strategy and timeline, and prepare an Inception Report for review and approval.
Curriculum Adaptation and Training Materials Development: Review and adapt existing SASA! training materials to reflect Liberia’s cultural context, develop a tailored ToT manual, and design assessment tools.
Training Delivery: Design and deliver a culturally responsive ToT program on the SASA! methodology, facilitating workshops that cover all four phases of the SASA! approach.
Post-Training Support and Mentorship: Administer post-training assessments, establish a mentorship mechanism, and support the development of monitoring and evaluation tools.
Reporting: Submit various reports detailing the training process, assessment findings, and recommendations for future capacity-building efforts.
Required Qualifications: Candidates must possess an advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Public Health, International Development, or a related field. Additionally, a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming is required. Candidates should have a proven track record in designing and facilitating Training of Trainers workshops using participatory methodologies, and experience working with community-based organizations and local government structures. Certification as a Technical Support Provider or Master Trainer for the SASA! methodology is highly desirable.
Educational Background: An advanced university degree (Master’s or equivalent) in Social Sciences, Gender Studies, Public Health, International Development, or a related field is required for this position. This educational background is essential to ensure that the consultant has the necessary theoretical knowledge and understanding of the complexities surrounding gender issues and violence prevention.
Experience: The position requires a minimum of 7 years of relevant experience in gender-based violence prevention, community mobilization, or social norm change programming. Candidates should have at least five years of proven experience in designing and facilitating Training of Trainers workshops, particularly using participatory methodologies such as SASA!. Experience working with community-based organizations, women’s rights groups, youth networks, and local government structures is also essential, preferably in Liberia or similar contexts.
Languages: Fluency in English is required for this position. This is essential for effective communication and facilitation during the training sessions and for the development of training materials and reports. Knowledge of additional local languages may be considered an asset but is not mandatory.

Payments will be disbursed based on deliverables aligned with the expected outcomes outlined in the Terms of Reference. The consultant’s performance will be evaluated based on timeliness, responsibility, initiative, communication, accuracy, and quality of the products delivered.
