Job Overview: The position of Individual Consultant (IC) for the Final Evaluation of the Aid for Trade in Central Asia – Phase V project involves assessing the effectiveness and impact of the project in enhancing trade capacities in Central Asia. The consultant will be responsible for evaluating the project's outcomes, analyzing data, and providing recommendations for future initiatives. This role requires a deep understanding of trade policies, economic development, and the specific challenges faced by Central Asian countries. The consultant will work closely with UNDP and local stakeholders to gather insights and ensure that the evaluation is comprehensive and reflective of the project's goals. The position is home-based but requires travel to Kyrgyzstan, Tajikistan, and Uzbekistan for field evaluations, which will involve spending four days in each country to collect data and engage with local partners.
Duties and Responsibilities: The duties and responsibilities of the IC include: conducting a thorough evaluation of the Aid for Trade project, including its design, implementation, and outcomes; developing evaluation methodologies and tools to assess project effectiveness; collecting and analyzing qualitative and quantitative data from various sources; engaging with stakeholders, including government officials, local partners, and beneficiaries, to gather insights and feedback; preparing detailed evaluation reports that summarize findings, conclusions, and recommendations; presenting evaluation results to UNDP and other stakeholders; ensuring that the evaluation adheres to UNDP's evaluation standards and guidelines; and providing ongoing support and consultation to UNDP throughout the evaluation process.
Required Qualifications: Candidates must possess a strong background in trade policy, economic development, or a related field. They should have proven experience in conducting evaluations of development projects, particularly in the context of international aid and trade. Familiarity with the Central Asian region and its trade dynamics is highly desirable. Additionally, candidates should demonstrate strong analytical skills, the ability to work independently, and excellent communication skills to effectively engage with diverse stakeholders.
Educational Background: A master's degree or higher in economics, international relations, development studies, or a related field is required for this position. Candidates with relevant certifications in project evaluation or monitoring and evaluation (M&E) will be given preference. A strong academic background that includes coursework in trade policy and economic development is essential.
Experience: The position requires a minimum of 5 years of relevant professional experience in project evaluation, particularly in the context of international development and trade. Experience working with UN agencies or similar organizations is an advantage. Candidates should have a track record of successfully managing evaluations and producing high-quality reports that inform policy and program decisions.
Languages: Proficiency in English and Russian is mandatory for this position, as the evaluation will involve working with stakeholders in both languages. Knowledge of additional languages spoken in Central Asia, such as Kyrgyz or Tajik, would be considered an asset, enhancing the consultant's ability to engage with local partners and beneficiaries effectively.
